Kurumsal yönetim anlayışı çerçevesinde kamu işletmelerindeki sahiplik yapısının değerlendirilmesi: Türkiye örneği

Abstract

The means of exercising the ownership function constitute one of the most important factors in the reform process which aims to ensure the governance of public enterprises in accordance with corporate governance principles. The purpose of this study is to analyze ownership structure of public enterprises from various viewpoints and by this way, tı improve the efficiency in the public administration. In this context, firstly the types of ownership function will be explained, country examples will be provided and then Turkish public enterprises will be examined. Finally, it will be emphasized that the issues such as centralizing the ownership function of Turkish public enterprises, exercising ownership rights in accordance with a written and publicly available ownership policy, and properly allocating the responsibilities among shareholders/stakeholders, board of directors, and management will be very important.

Özet

Kamu işletmelerinin kurumsal yönetim anlayışı çerçevesinde yönetilmesi amacıyla yapılan reformlarda, sahiplik fonksiyonunun ne şekilde kullanılacağı en önemli hususlardan birisini oluşturmaktadır. Bu çalışma ile kamu işletmelerindeki sahiplik yapısının çeşitli açılardan analiz edilmesi ve böylece kamu yönetiminde etkinliğin artırılması amaçlanmaktadır. Bu çerçevede çalışmada ilk olarak, sahiplik fonksiyonu türleri anlatılacak, çeşitli ülkelerdeki uygulamalara yer verilecek ve daha sonra ülkemizdeki kamu işletmeleri değerlendirilecektir. Sonuç olarak, ülkemiz kamu işletmelerinde sahiplik fonksiyonunun tek elde toplanması, kamu sahiplik fonksiyonunun yazılı olan ve kamuoyu ile paylaşılan bir pay sahipliği politika metni çerçevesinde yürütülmesi, pay sahipleri, yönetim kurulu ve şirket yöneticileri arasındaki sorumlulukların ve görevlerin uygun bir şekilde paylaştırılması gibi hususların önemli olduğu vurgulanacaktır.
