GOVERNERSHIP SYSTEM AND ROLE OF THE GOVERNER IN TERMS OF HOMELAND SECURITY MANAGEMENT IN TURKEY, IN THE USA AND IN FRANCE

TÜRKİYE'DE, ABD'DE VE FRANSA'DA VALİLİK SİSTEMLERİ VE İÇ GÜVENLİK YÖNETİMİNDE VALİLERİN ROLÜ

Abstract

In this article, evaluating tasks, competences and responsibilities of the governors who are the first competent and responsible for maintaining safety and security in provinces in terms of homeland security management of Turkey in the Provincial Administration Law number 5442 and the governorship system in Turkey, it will be examined governorship systems which exist in the different procedures in the USA and in France. The reasons for choosing these two countries; the USA have a federal state structure consisting of states and the governors the most senior managers of the executive branch of states elected by the people, unlike the governorship system in Turkey; in France, the governors the most senior managers of provinces and regions are assigned by appointment, similar to the governorship system in Turkey. In this context, comparison with governorship in the USA and France which exist in different forms is used. An evaluation of Turkey s governorship system is made by considering tasks, competences and responsibilities of the appointed governors in France and elected governors in the USA in conducting their homeland security services.

Özet

Bu makalede, Türkiyedeki valilik sistemi ve Türkiyenin iç güvenlik yönetiminde, İl İdaresi Kanunu gereğince illerin emniyet ve asayişinden birinci derecede yetkili ve sorumlu olan valilerin iç güvenlik yönetimindeki görev, yetki ve sorumlulukları değerlendirilirken, ABD ve Fransada değişik usullerde var olan valilik sistemleri incelenecektir. Bu iki ülkenin seçilmesinin sebepleri; ABDnin eyaletlerden oluşan federal bir devlet yapısına sahip olması ve eyaletlerin yürütme organının başındaki en üst yönetici olan valilerin, Türkiyedeki valilik sisteminden farklı olarak, halk tarafından seçilmeleri; Fransada ise illerin ve bölgelerin başındaki en üst yönetici olan valilerin, Türkiyedeki valilik sistemine benzer şekilde, atama yoluyla görevlendirilmeleridir. Bu bağlamda, ABDde seçilmiş valilerin ve Fransada atanmış valilerin ülkelerindeki görev alanlarında, iç güvenlik hizmetlerinin yürütülmesindeki görev, yetki ve sorumlulukları incelenecek, iç güvenliğin sağlanmasında sahip oldukları yetkiler ve yerine getirmek durumunda oldukları sorumluluklarına bakılarak, Türkiyedeki valilik sistemi ile karşılaştırma yapılacaktır.
