PROVINCE ADMINISTRATION IN TURKEY: A THEORETICAL ANALYSIS OF THE DECENTRALIZED PROVINCE ADMINISTRATION

TÜRKİYE'DE İL YÖNETİMİ: YERELLEŞEN İL YÖNETİMİ ÜZERİNE KAVRAMSAL BİR ANALİZ

Abstract

Province is the basic administrative unit in a given local area of a centralized administration. Hence it creates a field that needs to be studied. Approaching the provincial system from a different angle was the main goal of this article, in which the aim was to shed light on the idea of a centralized provincial system which was proposed on grounds that the provincial system needed to be upgraded into a new model without renouncing the principle of centralism. In this regard, our purpose is to find a way to get the provincial system closer to people's hearts, without moving away from the idea of representing the state and the government

Özet

İl, merkezi yönetimin taşra düzeyindeki temel yönetim birimidir. Bu sebepten dolayı üzerinde çalışılması gereken önemli bir alanı meydana getirmektedir. İl sisteminin merkeziyetçilik ilkesinden uzaklaşmadan yeni bir modele kavuşturulması gerekliliği üzerinden hareketle önerilen yerelleşen il sisteminin ana kurgusunun açıklanmaya çalışıldığı bu makalede il sistemine farklı bir bakış açısı ile yaklaşılmıştır. Bu bağlamda il sisteminin devletin ve hükümetin temsilciliğinden uzaklaşmadan halka nasıl yaklaştırılacağının kurgusu yapılmaya çalışılmaktadır
