ETHICAL CONSIDERATIONS IN SECURITY-RELATED PUBLIC SERVICES AND COMMUNITY SUPPORT

Abstract

Many programs under the philosophy of COP regarding the security and safety services have appeared especially in the United States of America and then spread all over the world since the 1980s. Turkish National Police is among these countries that employed the COP and started to implement after 2005. Although much has been written and suggested concerning COP, very little has been written and discovered the impact of the COP strategy on the relationship between COP and police ethics. The present discussion centers on this issue and aims to examine how the COP strategy has the potential to increase the ethical dilemmas police face with while performing the COP activities. This article examined ethics and police ethics in general and ethical issues and dilemmas faced in policing with the shift to the COP strategy in Turkey in particular. Ethics, the semantics of ethical concepts, and the foundations of ethical thought are discussed first. Then ethical dilemmas arise in the implementation of the COP activities are examined. Finally, three case scenarios based on hypothetical ethical situations that are likely to occur within a COP framework are presented and analyzed in accordance with the arguments of the different types of ethical systems

Özet

Toplum Destekli Polislik (TDP) uygulamaları, 1980'li yıllardan itibaren batı toplumlarında özellikle Amerika Birleşik Devletlerinde güvenlik ile ilgili sunulan kamu hizmetlerinde yeni bir yöntem olarak kullanılmaya başlanmış ve daha sonra dünya çapında hızla yaygınlaşmıştır. Ülkemizde ise 2005 yılından beri yaygın olarak uygulanmaktadır. Bugüne kadar TDP ile ilgili birçok akademik çalışma yapılmasına rağmen, TDP stratejisi ile etik arasındaki ilişki üzerinde pek durulmamıştır. Bu çalışmada TDP uygulamasına geçişle birlikte polisin karşılaştığı etik ikilem ve problemlerin daha da arttığı var sayılmış ve daha çok bu konu üzerinde durulmuştur. Bu çalışmada ilk olarak etik kavramı ve etiğin temelleri, ardından TDP uygulamalarında dikkate alınması gereken etik hususlara yer verilmiştir. Daha sonra polisin görevi esnasında karşılaştığı etik ikilemler ve karar verme süreci tartışılmıştır. Son olarak TDP uygulamaları esnasında polisin karşılaşması muhtemel üç örnek olayın etik mütalaası yapılmıştır. Her örnek olay etik sistemler esas alınarak ayrı ayrı analiz edilmiştir
