WHAT IS THE "REAL" NEW PUBLIC ADMINISTRATION MOVEMENT

Abstract

Public administration also needs evolution and renaissance processes just as other sciences and fields. Certainly reform movements are seen in the public administration when the old ideas and instruments don't work, too. New Public Administration Movement is an approach, too, emerging as a result of traditional public administration and its intruments fail to satisfy the new and reactional expectations of communities and citizens. This movement, which arose at the I. Minnowbrook Conference in 1968, asserts to necessity of the citizen participation, equity, and democracy in the the process of public administration and public service delivery and especially puts in the center the concept of "social justice". It is possible to say that the scientific basisof Movement were composed by Dwight Waldo and his student H. George Frederickson.

Kamu yönetimi de tıpkı diğer bilimler ve alanlarda olduğu gibi değişim ve yenilenme süreçlerine ihtiyaç duymaktadır. Eski fikirlerin ve araçların işe yaramadığı zamanlarda doğal olarak kamu yönetiminde de reform hareketlerine rastlanmaktadır. Klasik kamu yönetimi ve sahip olduğu enstrümanların toplumların ve vatandaşların yeni ve tepkisel beklentilerine karşılık verememesi neticesinde doğan yaklaşımlardan birisi de "Yeni Kamu Yönetimi Hareketidir. 1968 yılında I. Minnowbrook Konferansında doğan bu hareket merkeze özellikle "sosyal adalet" kavramını koyarak kamu yönetimi ve kamu hizmeti sunum sürecinde vatandaş katılımcılığına, eşitlikçiliğe, demokrasiye önem verilmesi gerektiğini savunmaktadır. Hareketin bilimsel alt yapısını Dwight Waldo ve öğrencisi H. George Frederickson'un oluşturduğunu söylemek yanlış olmayacaktır.
