Abstract

The environment has become an issue that needs to be addressed in a holistic manner and within the framework of common reason, with the participation of states the private sector and civil society. Governance is called a structure or order that requires the participation of non-governmental actors, such as civil society and the private sector, as well as states in management processes., on the other hand, environmental comes to the fore as an element that requires the effective participation of all actors in the decision-making and policy processes that will be created on environmental issues. In the 2000s, the reform efforts raised in the Turkish Public Administration with the ‘Basic Law on Public Administration’ have brought about changes in many areas, especially in local governments. In this context, changes have been made to ensure participation, transparency and effectiveness in order to strengthen governance at the local level. The Local Agenda 21 program, launched in 1997, and the city councils contained in the Municipal Law No. 5393 in 2005 are characterized as governance studies at the local level. The problem of the research is when: “have municipalities that are trying to adapt to the participatory management approach together with the governance process been able to reflect this understanding in environmental management processes?” question arises. Özet

Çevre, günümüzde sadece devletler tarafından değil aynı zamanda özel sektör ve sivil toplumun da katılımıyla bütüncül bir biçimde ve ortak akıl çerçevesinde ele alınması gereken bir konu haline gelmiştir. Yönetişim, yönetim süreçlerine devletlerin yanında sivil toplum ve özel sektör gibi hükümet dışı aktörlerin de katılımını gerektiren yapı veya düzen olarak adlandırılmaktadır. Çevresel yönetişim ise çevresel konulara ilişkin alınacak karar ve oluşturulacak politika süreçlerinde tüm aktörlerin etkin bir biçimde katılımını gerektiren bir unsur olarak ön plana çıkmaktadır. Türk Kamu Yönetimi’nde 2000’li yıllarda “Kamu Yönetimi Temel Kanun Tasarısı” ile gündeme gelen reform çalışmaları başta yerel yönetimler olmak üzere birçok alanda değişiklik meydana getirmiştir. Bu kapsamda yerel düzeyde yönetişimin güçlendirilmesi amacıyla katılımcılığı, şeffaflığı ve etkinliği sağlamak adına değişikler yapılmıştır. 1997 yılında başlatılan Yerel Gündem 21 Programı ve 2005 yılında 5393 Sayılı Belediye Kanunu’nda yer alan Kent Konseyleri yerel düzeyde yönetişim çalışmaları olarak karşımıza çıkmaktadır. Dolayısıyla bu araştırmanın problemini; “Yönetişim süreciyle beraber katılımcı yönetim anlayışına uyum sağlamaya çalışan belediyeler bu anlayışı çevre yönetimi süreçlerine yansıtabilmiş midir?” sorusu oluşturmuştur. Çalışma nitel araştırma yöntemine göre tasarlanmış ve yarı-yapılandırılmış görüşme tekniği kullanılarak elde edilen veriler MAXQDA Analytics Pro 2020 programı kullanılarak içerik analizine tabi tutulmuştur. Bu kapsamda yapılan analiz sonucunda “Katılımcıların yönetişim kavramına dair bilgi düzeyinin düşük olduğu tespit edilmiş, ancak Çanakkale Belediyesi çevre yönetimi süreçlerine katılımcı yönetim anlayışını yansıtabilmiştir.” sonucuna ulaşılmıştır.
