The Near Abroad And The Central Asia In Russian Foreign Policy In The Post-Cold War Era

Abstract
While Russian foreign policy in the first half of the 1990s had a defensive scope reflecting a security-oriented stance within the context of the internal and external threats towards the integrity of the federation, this situation has changed sig nificantly from the first years of Vladimir Putin's coming to the power. Indeed, after Putin came to the power for the third time, Russian foreign policy has be-gun to crystallize this new integrationist process, called briefly as the Eurasian Union project. This process indicates a more effective search in the former Soviet Union area. Central Asia is considered as the leading area. This situation can be seen in the light of the new foreign policy concept, adopted on 12 February 2013. According to this, Putin and his working team point out, thaton its path of be-coming a greater state Russia highly depends on the influence, which it may have on the near abroad including the Central Asia. Russia also points out that possible threats and risks, which could prevent this influence, may break out from theSouth, in other words from Afghanistan. To overcome these problems, Putin considers the smart power as an important instrument of the foreign policy.

Rus dış politikasında yakın çevre 1990'lı yılların ilk yarısında daha çok federasyonun bütünlüğüne yönelik iç ve dış tehditler kapsamında savunmacı bir refleksle ortaya çıkan güvenlik eksenli bir duruşu yansıtırken, bu durum Vladimir Putin'in iktidara geldiği ilk yıllardan itibaren önemli bir değişim sürecine girmiştir. Nitekim, Putin'in üçüncü kez iktidara gelme sürecinde Rus dış politikasında belirginleşmeye başlayan ve kısaca Avrasya birliği projesi olarak adlandırılan yeni entegrasyoncu süreç, bundan sonraki dönemde eski Sovyet alanında daha etkin bir arayışa işaret etmektedir. Bu alanların başında da Orta Asya gelmektedir. Bu hususu 12 Şubat 2013 tarihinde kabul edilen yeni dış politika konseptinden de okumak mümkündür. Buna göre, Putin ve çalışma ekibi, Rusya'nın büyük bir devlet olma yolunun Orta Asya'yı da içine alan yakın çevre üzerindeki nüfuza bağlı olduğunu ve bu nüfuzu önleyebilecek olası tehdit ile tehlikelerin güneyden, yani Afganistan üzerinden gelebileceğini belirtmektedirler. Putin bu sorunların üstesinden gelebilmek için akıllı gücü önemli dış politika enstrümanı olarak görmektedir.
