Sirri Pahsa The Cretan's Baghdad Governership

Abstract
Sirri Pahsa,who was born in Crete in 1844, began his official working life as a divan efendisi(the official secretary of the governor of a province) and after duties such as mektupcu muavinligi (vice chief secretary of a province) and mektupçuluk (the chief secretary of a province), he served as mutasarrıf in Bihke, İzvornik and Vidinand Karesi. After his first governorship in Trabzon, Sirri Pasha served as the governor of Kastamonu, Trabzon (for the second time), Ankara, Sivas, Diyarbakır, Adana, Baghdadand Diyarbakır (for the second time) respectively. Pahsa's last appointment was to the presidency of the Reform Commission just before he died in 1895. Showing similarities to his other duties, Sirri Pasha's Baghdad governorship is important in terms of showing the provincial administration system, the reforms attempted and the consequent problems of the reform process. During this duty the Pahsa carried out activities such as reconfiguration of tribes, providing order and the cleanliness around the city. He also took an active role in the Otoman Empire's policy of supporting the Beliefs of Ahl al-Sunnah against the rise of Shi'ism in the area. During his duty, he stated his ideas and suggestions on the struggle given by the Otoman Empire against the expansion of Iran and stated his ideas about the report of the council responsible for inspecting the military. He entered a struggle for power against Nusret Pasha, the Inspector of the Sixth Army, and was frequently complained due to his practices. Another important work belonging to him in Baghdad is the construction of Hindiyyah Barrage which is considered as one of the most important at channel-dam projects after the Suez. Within Sirri Pasha's term, Baghdad underwent a restoration term especially in terms of public works, but these works were left in the shadow due to the struggle between both civilian and military administrators and the religious and political power struggle between the Ottoman Empire and Iran
Özet
1844 yılında Girit'te dünyaya gelen Sırrı Paşa, memuriyet görevine divan efendiliğiyle başlamış, mektupçu muavinliği ve mektupçuluk gibi görevlerinin ardından Bihke, İzvornik, Vidin ve Karesi mutasarrıflıklarında bulunmuştur. İlk valilik görevini Trabzon'da yürüten Sırrı Paşa buradan sonra sırasıyla Kastamonu, tekrar Trabzon, Ankara, Sivas, Diyarbakır, Adana, Bağdat ve Diyarbakır'da valilik yapmıştır. Son olarak Islahat Komisyonu başkanlığına atanan Paşa, 1895 de hayatını kaybetmiştir. Sırrı Paşa'nın Bağdat valiliği, diğer görevleri gibi dönemin taşra yönetim anlayışını ve yapılan reformlarla, yaşanan sorunları göstermek açısından önem arz etmektedir. Paşa, bu görevinde aşiretlerin ıslahı, şehrin düzen ve temizliğinin sağlanması gibi çalışmalar yapmış, devletin bölgede Şiiliğin yükselişine karşı Ehl-i Sünnet akaidini destekleme politikası çerçevesinde faaliyet göstermiştir. Paşa görevi sırasında Osmanlı Devleti'nin bölgede İran'ın yayılmasına karşı verdiği bu mücadelede görüş ve önerilerini beyan etmiş, Heyet-i Teftişiye-i Askeriyenin raporuna istinaden kendi düşüncelerini ortaya koymuştur. Bununla birlikte 6. Ordu Müfettişi Nusret Paşa ile ciddi bir nüfuz mücadelesi yaşamış, uygulamaları dolayısıyla sık sık şikâyet edilmiştir. Paşa'nın Bağdat'taki önemli faaliyetlerinden biri de Osmanlı Devleti'nin Süveyş'ten sonra en önemli kanal-baraj projelerinden biri kabul edilen Hindiye Seddi'nin yapılmasıdır. Bağdat, Sırrı Paşa'nın görev yaptığı süre içerisinde özellikle imar ve bayındırlık faaliyetleri çerçevesinde bir restorasyon dönemi geçirmiş ancak bu faaliyetler gerek sivil-askeri idareci çekişmesinin gerekse Osmanlı Devleti'nin İran'la sürdürdüğü dini-siyasi nüfuz mücadelesinin gölgesinde kalmıştır.
