Abstract

The Ottoman Goverment in İstanbul appointed Mustafa Kemal as the ' military inspector to investigate the unrest in and around Samsun that began after the 30th of October, 1918. He landed in Samsun on the 19th of May, 1919. The telegram he sent to İstanbul on May 22nd is considered an outline of the national struggle.He arrived in Havza on May 25th and then in Amasya on June 12th. He issued the Amasya Declaration on the 22nd of June, 1919. He stated that "the territorial integrity of the country and the independence of the people are in danger. Our independence will be ensured only by the will and determination of our people."He arrived in Erzurum on July 3rd. Following his dismissal as a military inspector at the suggestion of the British forces, and the discussions he held, with the İstanbul government, Mustafa Kemal sent a telegram to the Ministry of Defense and the Sultan, offering his resignation from all his duties in the Army on July 8th.He convened a Congress in Erzurum between July 23rd and August 7th. In that Congress 9 people were elected as representatives from Eastern Anatolia. A second Congress was convened in Sivas between the 7th and 11th of September, 1919, during which all national committees responsible for the defense of Turkey met and 16 members were elected to represent the Anatolian People.

30 Ekim 1918 sonrası Samsun ve çevresindeki asayişin düzeltilmesi için Mustafa Kemal Paşa, İstanbul hükümeti tarafından 9. ordu kıtaat-ı müfettişliğine atandı. 19 Mayıs 1919'da Samsun'a çıktı. 22 Mayıs 1919 da Sadarete çektiği telgraf bütün milli mücadelenin ilk ana programını teşkil eder.Mustafa Kemal Paşa, 25 Mayıs 1919'da Havza'ya geldi. 12 Haziran 1919'da Amasya'ya geldi. 21-22 Haziran 1919 Amasya Genelgesi'ni yayınladı. Genelge'de: "Vatanın bütünlüğü milletin istiklâli tehlikededir. Milletin istiklâlini yine milletin azim ve kararı kurtaracaktır", deniliyordu.Mustafa Kemal Paşa 3 Temmuz 1919'da Erzurum'a geldi. Bakanlar Kurulu kararı ile 8 Temmuz 1919'da 3. Ordu Müfettişliği görevinden alındı. O sarayla yaptığı görüşme sonucu 8 Temmuz 1919'da Harbiye Nezaretine ve Padişaha görevinden ve askerlik mesleğinden istifa ettiğini bildirdi.Mustafa Kemal Paşa 23 Temmuz 1919-7 Ağustos 1919 Erzurum Kon-gresi'ni topladı. Kongre: Doğu Anadolu Müdafaa-i Hukuk Cemiyetini tem-silen, Mustafa Kemal başkanlığında 9 kişilik Hey'et-i Temsiliye'yi seçti. Mustafa Kemal Paşa sonra 4-11 Eylül 1919'da Sivas Kongresi'ni topladı. Sivas Kongresi Anadolu ve Rumeli Müdafaa-ı Hukuk Cemiyeti adı altında bütün milli cemiyetleri birleştirdi. Mustafa Kemal Paşa başkanlığında 16 kişiden oluşan Hey'et-i Temsiliye'ye seçildi. İstanbul Hükümeti Sivas Kongresi'ni dağıtmak için 2 Eylül 1919'da Harput Valisi Ali Galip, Sivas Valiliği ve Komutanlığına tayin için Bakanlar Kurulu'ndan karar ve Padi-şah'tan irade istedi. Aynı gün karar ve irade çıktı.
