Abstract

Fiscal Policy Implementations In Transition Economies: Case of Türkistan Countries In this study, it is examined that the implementations of fiscal policy of the countries which are considered within the scope of the transition economies in the Türkistan when they are transmuting planned economy system to market economy system. These countries want to reach to these main targets by implementing fiscal policies; to gain efficiency to fiscal policies, financial discipline and ensure budget balance, the creation of new tax sources, the creation of a well-functioning debt management, the realization of privatization and the creation of a new social security system. Looking at the results of the past two decades of implementations of fiscal policy in these countries in a certain extent, these goals can be evaluated in close to desired goals, but yet it can't be said that they have a stable economic structure.

Özet

Bu çalışmada geçiş ekonomileri kapsamında değerlendirilen Türkistan ülkelerinin planlı ekonomik sistemden piyasa ekonomisi sistemine geçerken uyguladıkları maliye politikaları incelenmiştir. Bu ülkelerde uygulanan maliye politikaları ile öncelikle maliye politikalarına etkinlik kazandırılması, mali disiplin ve bütçe dengesinin sağlanması, yeni vergi kaynaklarının oluşturulması, sağlıklı bir borç yönetiminin oluşturulması, kamu iktisadi teşebbüslerinin özelleştirilmesi ve yeni bir sosyal güvenlik sisteminin oluşturulması hedeflenmiştir. Geride kalan yirmi yılda bu ülkelerde uygulanan maliye politikasının sonuçlarına bakıldığında ise belirlenen bu hedeflere belli ölçülerde yaklaşıldığı ancak istikrarlı bir ekonomik yapının henüz oluşturulamadığı söylenebilir.
