The opinions about education of deputy of Kastamonu; Ismail Mahir efendi

Abstract

This research aims to identify the opinions of Ismail Mahir Efendi who was the deputy of Ittihat ve Terakki Community in the first three terms of the Ottoman Parliament about the education based on his speeches. This research is conducted with the survey method. The main source of this research is registers of the Ottoman Parliament during the period (1908- 1916) when Ismail Mahir Efendi was holding the deputy mission. The thing that differentiates Ismail Mahir Efendi who was the deputy from the other deputies is that he was an educationist deputy and held positions as teaching, management and inspectorate. In this study, proposals of Ismail Mahir Efendi regarding to solve the problems in education during his deputy and his lifetime was discussed based on his speeches in the Ottoman Parliament.

Özet

Bu çalışmayla, II. Meşrutiyet dönemi Osmanlı Mebûsân Meclisinde ilk üç dönem İttihat ve Terakki Cemiyeti Kastamonu Mebusluğu yapan İsmail Mahir Efendinin, meclisteki konuşmalarından yola çıkarak eğitim görüşlerini belirlemek amaçlanmıştır. Tarama yöntemiyle hazırlanan çalışmada, İsmail Mahir Efendinin mebûsluk görevinde bulunduğu döneme (1908-1916) ait Meclis-i Mebûsan Zabıt Cerideleri temel kaynak olarak kullanılmıştır. İsmail Mahir Efendiyi eğitim tarihimiz açısından diğer mebuslardan farklı kılan yönü, dönemin öğretmen yetiştiren kurumlarında öğrenim gördükten sonra, eğitimin farklı kademelerinde öğretmenlik, müdürlük, maarif müfettişliği gibi görevlerde bulunmuş eğitimci bir mebus olmasıdır. Çalışmada İsmail Mahir Efendinin Mebûsân Meclisinde yaptığı konuşmalar esas alınarak onun yaşadığı döneme ait ve kimi zaman bizzat tanıklık ettiği eğitim sorunları ile bu sorunlara getirdiği çözüm önerileri ortaya konulmaya çalışılmıştır.
