Abstract

Worsening internal developments in Safavid Empire from the beginning of the 18th century gave rise to the rebellion of the various groups including Afghans in Iran geography. This revolt has led to a complete mess in Iran geography since the year 1720. Afghan Mahmud Khan in the year 1723 ha captured the Iranian goverment by taking Isfahan, the capital of the Safavid. In this process, the Ottoman Empire and Russia have taken some places due to the mixed situation of Iran. Additionally they came to face to face because of the conflicts in the Caucas. With the request of Tahmas, Persia and the mediation of France, the attempt to establish the Ottoman-Russia alliance has begun in the continuation of the Safaid dynasty in Iran. These initiatives have resulted in an agreement in the year 1724.
