An Outlook On The Soviet Era Of The Kyrgyz Republic

Abstract

25 years passed since the Kyrgyz Soviet Socialist Republic had sank into oblivion; but some issues of that period have still not been resolved or openly discussed by the public. Although some of the issues of that period form the basis of the problems we have been facing nowadays. In order to overcome difficulties to be faced in the future, contemporary approach is important in discussion of political, ethnic and national problems as well as the issues in the field of education and science of the former Kirghiz So- viet Socialist Republic. The new perspective on these issues is encouraging and helps better understand the Soviet period of the Kirghiz Soviet Socia- list Republic and the matters related to that period. The impact of Glasnost and Perestroika on Kyrgyzstan, obtaining of independence, Kyrgyzstan democratic movement, events in Osh and problems of staff in the Soviet Kyrgyzstan are the topics that require review.

Özet

Kırgız Sovyet Sosyalist Cumhuriyeti tarihe karışalı 25 yıl geçmesine karşılık, o devrin bazı sorunları hala açığa kavuşturulmuş, kamuoyu ta- rafından açık şeçik tartışılmış değildir. Aslında o devre ait bazı mesele- ler günümüzde karşılaştığımız sorunların temelini oluşturmaktadır. Kırgız Sovyet Sosyalist Cumhuriyeti devrine ait siyasi, etnik, milli, eğitim ve bilim alanlarındaki meseleleri günümüz bakış açısı ile tartışmak, gelecekte kar- şılaşılacak sorunların aşılması açısından önemlidir. Bu meselelere getirilen yeni bakış açıları Kırgız Sovyet Sosyalist Cumhuriyeti devrini ve o devre ait meseleleri iyi anlamamız adına da umut vericidir. Glasnost ve perstroyka devrinin Kırgızistan üzerindeki etkisi, Kırgızların bağımsızlığa kavuşması, Kırgızistan demokratik hareketi, Oş hadisesi ve Sovyet Kırgızistanındaki kadro sorunları yeniden yorum gerektiren meselelerdir.
