Turkey-Iran Relations in JDP Era from the Beginning to the 15th July Coup Attempt

Abstract
Justice and Development Party (JDP) is a party which remains the longest-running withoutcoalition that dominated the Turkish political life and Turkey's domestic and foreign policy at the beginningof the 21st Century. Thus the foreign policy followed between the years 2002-2015 is to be examined in termsof its own in this regard both from the aspect of Turkey’s close vicinity and Turkish political history. One ofthe most important case countries is Iran which is Turkey’s biggest neighbor in terms of population and landarea and which has been in competition, cooperation and conflict relations in historical sense with Turkeyregarding the examined period. Iran has a quite different place standing upon reasons such as being home toone of the largest Turkish speaking population, being the region’s most important one of the energy giantsbesides its ideological and geopolitical position etc. Within this work, the relations of Turkey with Iran havebeen analyzed through strategic, economic and geopolitical perspectives in those 13 years of period when theAK Party was ruling alone in parliamentary regime. Many issues have been mentioned such as the perceptionof the political tradition of the AK Party towards Iran, the general circumstances of the bilateral relations inthe beginning of the period, Syrian civil war and nuclear deal crisis dimensions within the work. It isindicated that Turkey has provided critical supports to Iran during the 2009 Elections Crisis in Iran and WestIran nuclear tension. And that’s been found that two neighbor countries have been in a risky competitionindirectly in Syria and Iraq until the failed 15th July coup attempt despite the general pursuit of the directbilateral relations.
Özet
Adalet ve Kalkınma Partisi (AK Parti), çok partili Türk siyasal hayatında en uzun süre tek başına iktidarda kalmış olan ve 21. Yüzyıl başında Türkiye’nin iç ve dış siyasetine hükmetmiş olan bir partidir. 2002-2015 yılları arasında izlenen dış politika bu bakımdan Türk siyasi tarihi kadar Türkiye’nin yakın çevresi açısından da başlı başına incelenmesi gereken bir dönemdir. İncelemeye konu dönemin en önemli alanlarından birisini de Türkiye’nin nüfus ve yüzölçümü bakımından (karadan) en büyük komşusu olan, tarihsel manâda rekabet, işbirliği ve çatışma ilişkileri içinde olduğu İran’la ilişkileri oluşturur. İran, Türkiye’den sonra en kalabalık Türk dilli nüfusun bulunduğu ülkelerden biri olması, bölgenin en önemli enerji devlerinden biri olması, ideolojik ve jeopolitik konumu gibi öncelikli nedenlerle Türkiye’nin diğer komşularından oldukça farklı bir yere sahiptir. Bu çalışmada AK Parti’nin parlamenter rejimde tek başına iktidarda bulunduğu 13 yıl boyunca Türkiye’nin İran’la ilişkileri, stratejik, ekonomik, jeopolitik perspektifle incelenmeye çalışılmıştır. AK Parti’nin oturduğu siyasi geleneğin İran’a yaklaşımından ve dönemin başlangıcında ilişkilerin genel atmosferinden Suriye iç savaşı ve Nükleer krize dek pek çok konuya temas edilmiştir. İncelemeye esas dönemde, İran’daki 2009 Seçimleri krizi ve Batı-İran nükleer geriliminde Türkiye’nin İran’a çok kritik destekler verdiğine, bu komşu devletlerin doğrudan ikili ilişkilerinin iyi seyretmesine rağmen Suriye ve Irak’ta 15 Temmuz’a kadar riskli bir dolaylı rekabet içinde olduklarına işaret edilmektedir.
