Abstract

High unemployment rates and high inflation rates are the two main problems of the developing economies. Turkey had to face with high inflation and unemployment rates for the last thirty years and have several financial crises afterwards. Although a lower inflation rate was achieved after the implementation of the stabilization program, the unemployment rate still remains high. It is necessary to search for the existence of hysteria effect on unemployment rate since the unemployment rate could not be lowered despite the high growth rates of the economy. In this study, we examine the hysteria effect on the unemployment rate using the traditional Ratchet model. Empirical results support the evidence of hysteria effect on the unemployment rates in Turkey for the period of 1939-2005.

Özet

Yüksek işsizlik ve enflasyon sorunu gelişmiş ve gelişmekte olan ülkelerin en önemli iki sorunudur. Türkiye son otuz yıldır yüksek işsizlik ve enflasyon oranları ile karşı karşıya kalmış ve buna bağlı olarak ekonomik krizler yaşamıştır. Özellikle son beş yıldır uygulanan istikrar programı ile enflasyonla mücadelede göreceli olarak başarı sağlanmasına rağmen işsizlik oranlarında aynı başarı sağlanamamıştır. Son yıllarda ülke ekonomisinde sağlanan sürekli büyümeye rağmen işsizlik oranlarında beklenen azalmanın gerçekleşmemesi işsizlik oranlarında histeri etkisinin varlığını araştırmayı gerektirmektedir. Bu amaçla bu çalışmada geleneksel Ratchet model kullanarak işsizlik oranları üzerindeki histeri etkisi araştırılmıştır. Elde edilen sonuçlara göre 1939-2005 dönemi için işsizlik oranlarında histeri etkisinin varlığı tespit edilmiştir.
