Abstract

During the Young Turk Revolution was done in 1908, Syria including today's Palestine andLebanon was one of the regions represented the most important strategic, geographic, ethnic,religious and cultural position of the Empire in the Ottoman Empire. This position and property ofSyria attracted the special interest of the Great Powers of that time.While the managementapproach, called as a Hamidian Regime in Western literature, was tried to be eliminated togetherwith the Young Turk Revolution; liberty, equality and fraternity principles inspired of the FrenchRevolution of the new regime as well as justice and solidarity principles neither restrained the declaration of the Bulgaria’s independence nor prevented the annexation of Bosnia-Herzegovinaby Austria. While the Arab Nationalism showed the re-development trend in the Arabian Provinceforming the another important part of the Empire, Rashid Mutran, a Syrian Catholic, came upwith a movement reminiscent the same ideological direction. In 25 December 1908, an autonomydemand aiming the separation from the Empire was made in a manifesto signed by Rashid Mutranon behalf of a committee identifying itself as the Central Committee of Syria.

Özet

Osmanlı İmparatorluğu’nda, 1908 Jön Türk Devrimi’nin gerçekleştirildiği sırada bugünkü Filistinve Lübnan’ı da içeren Suriye, İmparatorluğun en önemli stratejik, coğrafi, etnik, dinsel ve kültürelkonumunu temsil eden bölgelerinden birisi idi. Suriye’nin bu konumu ve özelliği, dönemin BüyükGüçlerinin özel ilgisini uyandırmaktaydı. Jön Türk Devrimi’yle birlikte Batı literatüründeHamidien Rejim olarak tabir edilen yönetim anlayışı tasfiye edilmeye çalışılırken, yeni rejiminFransız Devrimi’nden esinlenen hürriyet, eşitlik ve kardeşlik ilkelerinin yanı sıra adalet veuhuvvet prensipleri de ne Bulgaristan’ın bağımsızlığını ilan etmesini frenlemiş, ne de Bosna- Hersek’in Avusturya tarafından ilhakını engelleyebilmiştir. İmparatorluğun bir diğer önemlibölümünü oluşturan Arap Vilayetleri’nde ise Arap Milliyetçiliği yeniden gelişme eğilimigösterirken, Suriyeli bir Katolik olan Reşit Mutran, aynı ideolojik yönü hatırlatan bir hareketlegündeme gelmiştir. 25 Aralık 1908’de, kendisini Suriye Merkez Komitesi olarak tanıtan cemiyetadına Reşit Mutran imzalı bildiride, İmparatorluk’tan kopuşu hedefleyen bir özerklik talebindebulunulmaktaydı.
