Abstract

Salih Munir Pasha was promoted rapidly in public service career during the reign of Abdulhamid II. After having a great success in the Ottoman Foreign Ministry, he was appointed as an ambassador to Paris and upheld the position for more than 13 years. At the same time, he was in charge of the embassies in the Brussels and Bern. He was in charge of highly significant missions during his embassy such as the preventing of the activities of the Young Turks and assuring their return to homeland, facilitating the establishment of Balkan alliance and Macedonian affair. He was removed from his post after the declaration of the Second Constitutional Period. From that date on, he struggled to regain his reputation. Salih Munir Pasha focused on his intellectual studies after returning to Turkey in 1925 until his death in 1939. He wrote a lot of books and articles within this period. In this study, Salih Munir Pasha's life, his years as an ambassador, his studies are discussed in detail. The transformation process of an Ottoman diplomat into a Turkish intellectual has been revealed through the events of the period.

Özet

Salih Münir Paşa, II. Abdülhamid döneminde devlet kademelerinde hızla yükseldi. Hariciye’de gösterdiǧi üstün başarı ardından Paris elçiliǧine atandı ve bu görevi 13 yıldan uzun bir süre yürüttü. Bu sırada Brüksel ve Bern elçiliǧini de üstlendi. Elçiliǧi sırasında, Jön Türklerin faaliyetlerinin engellenmesi ve yurda dönmelerinin saǧlanması, Balkan ittifakı kurulması, Makedonya meselesi gibi konularda faaliyet gösterdi. II. Meşrutiyet’in ilânı ardından görevden alındı. Bu tarihten itibaren, itibarını geri kazanmak için mücadele etti. Salih Münir Paşa, 1925 yılında Türkiye’ye döndükten sonra, 1939 yılında vefat edene kadar kendini ilmî çalışmalara verdi. Bu dönemde birçok kitap ve makale kaleme aldı.Bu çalışmada Salih Münir Paşa’nın hayatı, elçilik dönemindeki faaliyetleri, eserleri ayrıntılı olarak ele alınmıştır. Bir Osmanlı diplomatının Türk aydınına dönüşüm süreci, dönemin olayları içerisinde ortaya koyulmaya çalışılmıştır.
