Abstract

With the developments in information and communication technologies, digital divide, has come in to question. This article is concerning with the digital divide which is the problem that implies the inequalities related to information technologies. Although the Information technologies have been seen as equalizers of existing inequalities, they obviously strengthen them or create technology based ones. The phenomenon of the digital divide is interdisciplinary problem. Therefore the analyses, solving suggestions of other disciplines about the issue are substantial. Nevertheless, this paper is concerned with mainly social dimension of the issue.

Özet

Bilgi ve iletişim teknolojilerinde yaşanan gelişmelerle birlikte, dijital ayrım sorunu gündeme gelmiştir. Bu makale, bilgi teknolojileriyle bağlantılı eşitsizlikleri ifade eden dijital ayrım meselesini konu almaktadır. Mevcut eşitsizlikleri elimine ediyormuş gibi görülseler de bilgi teknolojilerinin var olanları güçlendirdiği gibi teknolojiye dayalı yeni eşitsizler yarattığı görülmektedir. Dijital ayrım fenomeni interdisipliner bir meseledir. Dolayısıyla çeşitli disiplinlerin soruna ilişkin analizleri ve çözüm önerileri önem taşımaktadır. Ancak bu makale daha çok sorunun sosyal yönüyle ilgilidir.
