Ethical Evaluation of the Interaction Between Press and Politcs in the Formation of Public Opinion: Representation of "Cyprus Debates" in Hurriyet

Kamuoyu Oluşum Sürecinde Basın-Siyaset Etkileşiminin Etik Açıdan Değerlendirilmesi: "Kıbrıs Müzakerelerinin Hürriyet Gazetesinde Sunumu"

Abstract

Due to its effect in the formation of public opinion, the press has always been the centre of attention since its emergence in history for political actors, who want to socialize their own opinion in any social structure whatever the polity is. Political parties, as the central figures of today’s political stage, directly aim to gain power in the government. Thus, political parties – both in the government and in the opposition camp – always intend to receive public support. In this respect, they attach great significance to their relationship with the press, which they see as a tool to achieve this goal.This interaction between the press and politics is critically important in terms of democracy. It has been argued that the engagement of the press to politics will hinder the healthy formation process of public opinion and therefore might interfere with the democratic regime. Hence, it has been emphasized that media and political actors should preserve ethical values recognizing their obligations and responsibilities throughout this process. It is considered crucial for the healthy formation of public opinion that political actors establish the necessary legal arrangements for providing the freedom of press, take precautions for preventing the monopolization in press, and avoid any manipulating effect on the press; and that media embraces different opinions within the framework of professional liability and without considering any conflict of interest.This study will scrutinize the representations in Hürriyet about the recent developments, which are named as “Cyprus Debates” by the public opinion, and which focus on the Cyprus issue as one of the fundamental determining factors in Turkey’s internal and foreign politics. With this specific example, an ethical evaluation of the interaction between the press and politics in the process of public opinion formation will be made by discussing the significance of this interaction in terms of democracy.

Özet

Kamuoyu oluşum sürecindeki etkisi nedeniyle basın, ortaya çıktığı tarihten bu yana yönetim biçimi ne olursa olsun her toplumsal yapıda kendi görüşlerini halka mal etmek isteyen siyasal aktörler tarafından her zaman ilgi odağı olmuştur. Günümüzde siyaset sahnesinin baş aktörleri olan siyasal partiler, doğrudan doğruya devlet iktidarını ele geçirmeyi hedeflemektedirler. Bu nedenle siyasal partiler -gerek iktidarda olsun gerekse muhalefette olsun- her zaman kamuoyunun desteğini sağlamayı hedeflemektedirler. Bunu başarmak için bir araç olarak gördükleri basınla olan ilişkilerine de büyük önem atfetmektedirler. Basın ve siyaset arasındaki bu etkileşim, demokrasi açısından oldukça önem taşımaktadır. Basının siyasete angaje olmasının, kamuoyunun sağlıklı oluşum sürecini engelleyeceği ve dolayısıyla demokratik rejime büyük zararlar verebileceği tartışılmaktadır. Bu nedenle basın organlarının ve siyasal aktörlerin, tüm bu süreç boyunca görev ve sorumluluklarının bilincinde olarak etik değerleri muhafaza etmelerinin önemi vurgulanmaktadır. Siyasal aktörlerin, basın özgürlüğünün sağlanması için gerekli yasal düzenlemeyi oluşturmasının, basın alanındaki tekelleşmeyi engelleyici önlemler almasının ve basın üzerinde herhangi bir yönlendirici etkiden kaçınmasının; basın organlarının ise, bu özgürlüğün halkın doğru bilgiye ulaşması anlamına geldiğini unutmadan, mesleki sorumluluk çerçevesinde herhangi bir çıkar ilişkisi gözetmeden değişik görüşlere bünyesinde yer vermesinin kamuoyunun sağlıklı bir şekilde oluşum sürecinde önem taşıdığı düşünülmektedir.Bu çalışmada, Türkiye’nin gerek iç gerekse dış politikasında temel belirleyici unsurlardan biri olan Kıbrıs konusunda yaşanan ve kamuoyunda “Kıbrıs müzakereleri” olarak adlandırılan son gelişmelerin Hürriyet Gazetesi’nde sunumu incelenecek ve bu olay özelinde kamuoyu oluşum sürecinde basın siyaset etkileşimin etik açıdan değerlendirmesi yapılarak demokrasi açısından önemi irdelenecektir.
