THE INSTITUTE OF THE FOUNDATION AS A PUBLIC RELATIONS MECHANISM IN TURKISH GOVERNMENTAL TRADITION

TÜRK DEVLET GELENEĞİNDE BİR HALKLA İLİŞKİLER MEKANİZMASI OLARAK VAKIF MÜESSESESİ

Abstract

The institute of the foundation as a worth component of İslam civilization has also settled into Turkish governmental tradition. Thus, the statement of “Ottoman Foundation Civilization” has gotten inside the mind of Turkish people. The study begins from the idea which the Turkish states in İslam civilization have spread the foundations in social lives, and suggests that the institute of the foundation has had a function as a public relations mechanism in the historical flow. The study is based on a wide literature search about the history of the Turkish states, and it aims to revive a subject which the researchers have not studied in the public relations literature sufficiently yet. We notice that the foundations have been positive image resources for the Turkish governors and their kinsmen who act with the awareness of social responsibility in the history of Turkish states.

Özet

İslam medeniyetinin değerli bir unsuru olan vakıf müessesesi, yüzyıllar boyunca Türkdevlet geleneğinin de içerisinde önemli bir yer edinmiştir. Öyle ki, “Osmanlı VakıfMedeniyeti” sözü zihnimize kazınmıştır. Bu çalışma, İslam medeniyetine dahil olmuşTürk devletlerinin, tarihsel akış içerisinde, vakıfları sosyal yaşamın her yönüneyansıtmasından yola çıkarak, vakıf müessesesinin Türk devlet geleneği açısından birhalkla ilişkiler mekanizması işlevini gördüğü savını ileri sürmektedir. Çalışma, Türkdevletleri tarihine yönelik kapsamlı bir literatür taramasına dayandırılmakta ve halklailişkiler literatüründe daha önce üzerinde yeterince durulmamış bir konuyu gündemegetirmeyi amaçlamaktadır. Vakıfların, Türk devletleri tarihinde, sosyal sorumlulukbilinciyle hareket eden Türk devlet yöneticileri ve yakınları için olumlu bir imaj kaynağıoldukları düşüncesi savunulmaktadır.
