STRENGTHENING ETHICS IN PUBLIC PROCUREMENT: A SURVEY ON THE STATE SUPPLY OFFICE AS TURKEY’S CENTRAL PROCUREMENT BODY

Abstract

Due to its composition of complicated and delicate procurement processes, public procurement is on the top of the fields in which faults and corruption risks are most likely to occur. Determining and implementing the ethical principles and attitudes, which must be observed in public procurement, are critically important in terms of the efficient and productive use of public sources and the implementation of agreed economic and social policies, as well as the establishment of a reliable, fair and honest government. One of the most effective ways to fight against the high risks in public procurement and their possible consequences is to manage the procurement processes via central procurement bodies. In addition to their experience and expertise in the field, these bodies provide a favorable ground for abiding ethics in public procurement by the methods and instruments that they develop. The State Supply Office, which was founded to achieve this purpose in Turkey in 1926, undertakes substantial functions in ensuring ethics in public procurement by the means of digital transformation and other implementations that it has performed particularly in recent years, along with its long-standing experience, organizational culture and expertise. This study emphasizes the importance of ethics in public procurement and the importance of central procurement bodies in ethical procurement and aims to state the principles and implementations of the State Supply Office, which is central procurement body of Turkey, in this field and its role in implementing ethic principles in public procurement.

Özet

Karmaşık ve hassas tedarik süreçlerinden oluşması nedeniyle kamu alımları, hatave yolsuzluk risklerinin çok yüksek olduğu alanların başında gelmektedir. Kamu alımlarındauyulması gereken etik ilke ve davranışların belirlenmesi ve uygulamaya geçirilmesi, güvenduyulan, temiz ve dürüst bir yönetimin tesis edilmesi kadar, kamu kaynaklarının etkin veverimli kullanılması ve kararlaştırılmış ekonomik ve sosyal politikaların hayata geçirilmesiaçısından da büyük önem taşır.Kamu alımlarındaki yüksek riskler ve bu risklerin muhtemel sonuçları ile mücadeleetmenin en etkili yöntemlerinden biri, tedarik süreçlerinin merkezi satın alma kurumlarıaracılığıyla yönetilmesidir. Bu kurumlar, sahip oldukları deneyim ve uzmanlığın yanı sırageliştirdikleri yöntem ve araçlarla kamu alımlarında etiğin sağlanması için uygun birzemin sunmaktadırlar. Türkiye’de bu amaçla 1926 yılında kurulan Devlet Malzeme Ofisi,günümüze dek elde ettiği deneyim, kurum kültürü ve uzmanlaşmanın yanında, özellikle sonyıllarda gerçekleştirdiği elektronik dönüşüm ve diğer uygulamalarıyla kamu alımlarındaetiğin tesis edilmesinde önemli işlevler üstlenmektedir. Bu çalışma, kamu alımlarında etiğin ve etik tedarikte merkezi satın almakurumlarının önemini ortaya koyarak, Türkiye’nin merkezi satın alma kurumu olan DevletMalzeme Ofisi’nin bu alandaki ilke ve uygulamaları ile kamu alımlarında etik ilkelerinhayata geçirilmesindeki rolünü ortaya koymayı amaçlamaktadır.
