A Model Proposal for Evaluation of Civil Wars and Libya Civil War Investigation

Abstract
It can be said that, wars between the great powers and mass deaths have not been occurred during the Cold War era, which was existed after the Second World War. However, this period also can be called as the civil war era. The number of civil wars came up to the highest level when the cold war ended and gradually declined until today. In this study, literature about the civil wars was examined; the basic variables that affect the emergence and continuation of the civil wars were defined. A model has been proposed to evaluate and predict the results of the civil wars. Also it was proposed that, resource dependence approach can provide a significant contribution to examining the issue of the civil war. The civil war occurred in Libya has been interpreted in this context. As a result of investigation of the civil war in Libya occurred in 2011, it is considered that, the reasons adduced as the causes of the Libya civil war were not largely coincided with the causes of civil wars mentioned in the literature and having international military support has created a situation in favor of the rebel side and effected the result of the civil war
Özet
İkinci Dünya Savaşı'nın ardından yaşanan Soğuk Savaş Döneminde büyük devletler arasında savaşlar ve kitlesel ölümler yaşanmadığı söylenebilir. Ancak bu dönem aynı zamanda iç savaşlar dönemi olarak da isimlendirilebilir. Soğuk Savaş Döneminde yaşanan iç savaşların sayısı, bu dönemin sona ermesi ile en üst düzeylere kadar çıkmış ve günümüze kadar aşamalı olarak düşüş göstermiştir. Bu araştırmada iç savaşlar konusundaki genel yazın incelenmiş, iç savaşların ortaya çıkması ve devam etmesi üzerinde etkili olan temel değişkenler tanımlanmıştır. İç savaşların değerlendirilebilmesi ve sonuçlarının yordanabilmesi için bir model önerilmiştir. Ayrıca iç savaşlar konusunun incelenmesinde kaynak bağımlılığı yaklaşımının önemli katkılar sağlayabileceği öne sürülmüştür. Libya'da yaşanan iç savaş bu çerçevede yorumlanmaya çalışılmıştır. Libya'da 2011 yılında yaşanan iç savaşın incelenmesi sonucunda, iç savaşın nedeni olarak öne sürülen gerekçelerin yazında belirtilen iç savaş nedenleri ile büyük oranda örtüşmediği, iç savaşın gelişiminde isyancı tarafın uluslararası askeri desteğe sahip olmasının isyancı tarafın lehine bir durum oluşturduğu ve iç savaşın sonucunu etkilediği düşünülmektedir
