THE RELATIONSHIP BETWEEN THE DISTANCE TO THE URBAN CENTER AND THE SATISFACTION FROM LOCAL SERVICES IN THE ARRANGEMENT OF NEW METROPOLITAN MUNICIPALITIES: THE CASE OF DENİZLİ

Abstract
With the Law no. 6360, there were significant changes in administrative structure and municipal service sharing in the municipal structure. In this study, the satisfaction level of the people living in the old sub-district municipalities, which are located in the boundaries of metropolitan municipality, are investigated in the scope of service delivery to the local people, and the effect of the distance, which is from sub-district municipalities to Denizli Metropolitan Municipality, on the satisfaction levels of services offered by Denizli Metropolitan Municipality is analyzed. The scope of the study is 24 old sub-district municipalities, which were taken as sample from 68 old sub-district municipalities in Denizli province. In the context of the study, the data obtained by the field survey in 24 sub-district municipalities are examined in the context of the distance criterion. In this context surveys and field observations were conducted with 380 people in 2017. As a result, the local people living in the old sub-district municipalities, which are closer to the city center, are more satisfied with the services provided by DenizliMetropolitan Municipality. Therefore, as the distance of the old sub-district municipalities to Denizli city center increases, the level of being satisfied with the services provided by Denizli Metropolitan Municipality is decreasing

6360 sayılı Kanun ile değişen büyükşehir belediye yapılanmasında idari yapıda ve belediye hizmet paylaşımlarındaönemli değişimler yaşanmıştır. Çalışmanın amacı Denizli Büyükşehir Belediyesi’nin sınırları içerisinde yer alan eski beldebelediyelerinde yaşayan halkın; Denizli Büyükşehir Belediyesi’nden aldığı hizmetlerden memnuniyet düzeylerini araştırmaktır.Eski belde belediyelerinin Denizli Büyükşehir Belediyesi’ne olan uzaklıklarının, Denizli Büyükşehir Belediyesi’nden alınanhizmetlerin memnuniyet düzeyleri üzerindeki etkisini incelemektedir. Çalışmanın kapsamı Denizli ili genelindeki 68 eski beldebelediyesinden örneklem olarak alınan 24 eski belde belediyesidir. Çalışmada, 24 eski belde belediyesinde saha araştırmasıylaelde edilen veriler uzaklık kriteri bağlamında incelenmektedir. Bu kapsamda 2017 yılında 380 kişi ile anket ve alanda gözlemyapılmıştır. Sonuçta, Denizli il merkezine daha yakın mesafede yer alan eski belde belediyelerinde yaşayan yerel halk DenizliBüyükşehir Belediyesi’nin sunduğu hizmetlerden daha çok memnundur. Dolayısıyla eski belde belediyelerinin Denizli ilmerkezine uzaklığı arttıkça yerel halkın Denizli Büyükşehir Belediyesi’nin sunduğu hizmetlerden memnun olma düzeyleriazalmaktadır.
