Human Rights within the Tension of Poverty and Violence

Abstract

Poverty continues to be a common concern, not only in less developed and developing countries but also in developed countries. In dealing with poverty, United Nations and World Bank have been making intense efforts to develop various measures through their scientific researches and reports carried out on international platforms. Economic and social depression in the process of impoverishment destroys overall balance of the society; and manners damaging public order in an almost violent way are shown and as an inevitable consequence of this, human rights are violated in every aspect. In this study, the concept of poverty, the efforts of dealing with poverty throughout the world and the measures developed on international platforms are handled. Besides, taking the concept of violence into account, the issue of human rights under the tension of poverty and violence is investigated.

Yoksulluk, sadece az gelişmiş ve gelişmekte olan toplumların değil, aynı zamanda gelişmiş toplumların da ortak sorunu olmaya devam etmektedir. Yoksullukla mücadele konusunda Birleşmiş Milletler ve Dünya Bankası gibi kuruluşlar, uluslararası platformlarda gerçekleştirdikleri bilimsel araştırma ve raporlarla, çeşitli önlemler geliştirme konusunda yoğun çaba göstermektedirler. Yoksullaşma sürecinde yaşanan ekonomik ve sosyal bunalım, toplumun tüm dengesini sarsmakta, şiddet boyutuna kadar varabilen toplum düzenini bozucu davranışlar sergilenmekte ve bunun kaçınılmaz bir sonucu olarak da insan hakları her açıdan tahrip olmaktadır. Bu çalışmada yoksulluk olgusu, dünyada yoksullukla mücadele çabaları ve uluslararası platformlarda geliştirilen önlemler üzerinde durulmuş, şiddet olgusuyla da bağlantı kurularak, yoksulluk ve şiddet geriliminde insan hakları konusu incelenmiştir.
