The occupation of İstanbul officially (16 March 1920)

Abstract

Throughout history, Istanbul and the Bosphorus have been one of the major areas of interest and conflict for England, France and Russia. These states, which were in a constant struggle to have the control of the region, united under the name of Allied States in parallel with the agre- ements signed after the end of the 19th century. They also viewed the First World War, which broke out in 1914, as a chance of achieving their goals. Although there existed no provision in the Treaty of Mudros that they signed with the Ottomans, which requires the occupation of Istanbul, they actually invaded the city in 13 November, 1918. Their illegal attitude could be observed in all the activities in Istanbul carried out by the Allied States. In addition, the actual case of invasion that occurred in 13 November, 1918 reached an official identity as a result of a number of political and military events to later occur in 16 March, 1920. After the date of 16 March 1920, various areas in the city were brought under control. Moreover, military and civil intuitions were seized and a high number of people were arrested.

Özet

Tarih boyunca İngiltere, Fransa ve Rusyanın başlıca çıkar ve çatışma alanlarından biri de; İstanbul ve boğazlar olmuştur. Bölgeyi kontrolleri altına alabilmek için sürekli mücadele eden bu devletler, XIX. Yüzyılın sonlarından itibaren gerçekleştirdikleri anlaşmalarla İtilâf Devletleri adı altında birleşmişler, 1914de başlayan I. Dünya Harbini de bu amaçlarını gerçekleştirmek için bir fırsat olarak görmüşlerdir. Nitekim harpten sonra Osmanlı Devleti ile imza ettikleri Mond- ros Mütarekesinde İstanbulun işgal edilmesini gerektirecek herhangi bir hüküm olmamasına karşın; 13 Kasım 1918de şehri fiilen işgal etmişlerdir. Bu hukuk dışı anlayış İtilâf Devletlerinin İstanbuldaki bütün faaliyetlerine de yansımıştır. Üstelik 13 Kasım 1918de yaratılan bu fiili işgal durumu, gelişecek birtakım siyasi ve askeri olaylar neticesinde 16 Mart 1920de resmi bir hüviyet kazanmıştır. Nitekim bu tarihten itibaren şehirdeki çeşitli alanlar kontrol altına alınarak; askeri ve mülki kurumlar ele geçirilmiş ve birçok da tutuklama gerçekleştirilmiştir.
