Abstract

The first teacher organization in Turkey was established in İstanbul, in 1908. As well as defending the economical and social rights of teachers, the purpose of this organisation is to assist to the government policies by offering advices in order to solve the various problems of the country, particularly educational ones. The establishment of such an organization could be possible only by the outset of second constitutional period in 1908, which creates a libertarian political environment. In this study, the establishment and activities of teacher organizations in the second constitutional period, covering the years 1908-1918, are dealt with. New and significant documents and data, which completes our several publications in this subject since 1970, are given.

Özet

Türkiye’de bir öğretmen örgütü ilk kez 1908’de İstanbul’da kurulmuştur. Örgütün amacı, öğretmenlerin ekonomik ve sosyal haklarını savunmanın yanında çeşitli eğitim ve ülke sorunlarının çözümü için öneriler geliştirip hükümet politikalarına yardımcı olmaktır. Öğretmenlerin ilk kez böyle bir meslek örgütü kurmaları, 1908’de II. Meşrutiyet rejiminin ve onunla beraber özgürlükçü bir siyasal ortamın gelmesi ile mümkün olmuştur. Bu incelememizde 1908-1918 tarihleri ile sınırlı II. Meşrutiyet döneminde öğretmen örgütlerinin kuruluşu ve etkinlikleri ele alınmış, 1970’ten beri bu konuda yaptığımız çeşitli yayınları tamamlayıcı yeni ve önemli belgeler ve bilgiler verilmiştir.
