Rethinking the development experience of South Korea within the twillight of world economy

Dünya ekonomisinin alacakaranlığında Güney Kore'nin kalkınma deneyimini yeniden düşünmek

Abstract

South Korea lagging behind of Turkey at the beginning of 1960s in terms of development indicators has made significant process in catching center countries thanks to its development strategy based on planning which it put into effect in 1960s and following years as a late comer in industrialization. In this study, it is set forth that the main determinant is the developmental state and the industrial policies it applied in the fast industrialization process of Korea. Technology and production advanced bouncingly owing to intervening and leading industrial policies implemented by developmental state, Korea.

1960'lı yılların başlarında kalkınma göstergeleri açısından Türkiye'den daha gerilerde yer alan Güney Kore, sanayileşmeye geç katılan (late comer) bir ülke olarak, 1960'lı ve izleyen yıllarda uygulamaya koyduğu planlamaya dayalı kalkınma stratejisi sayesinde merkez ülkeleri yakalamada önemli gelişmeler göstermiştir. Bu çalışmada Kore'nin hızlı sanayileşme sürecinde esas belirleyici faktörün kalkınmacı devlet ve onun uyguladığı sanayi politikaları olduğu ileri sürülmektedir. Kore kalkınmacı devletin uyguladığı müdahaleci ve yönlendirici sanayi politikaları sayesinde teknolojide ve üretimde sıçrama niteliğinde gelişmeler kaydetmiştir.
