New Actors of the New Social Movements: Students’ Who Wearing Hijab Struggle in 90’s Turkey

Abstract
This study aims to evaluate the place of the “hijab actions” in the Turkish Political life in the 1990’s in which the protests were one of the most important protest movement organized in Turkey at the time.In the collective movements literature, street politics are often associated with leftist groups. This study claims that in the face of a violation of rights, nationalist-conservative groups also organize protests and develop a policy of seeking justice. In the 90s, the most important of experienced polarization in society in Turkey, there has been circles between the secular-modernist and nationalist-conservative groups.In this period when identity demands were on the rise, hijab ban began to be implemented in many universities after the February 28 coup attempt to block Islamic politics. Students wearing hijab constitute one of the groups that suffered the most from the rights violations of the coup. Another main claim of the study is that while students claim their ‘student’ identity, they do not compromise on the hijab symbolizing their ‘religious’ identity. Turning victimhood into struggle, students carried out sit-ins in 1998, especially in Beyazıt Campus of Istanbul University, where the hijab ban was imposed. Adding the human chain action to the sit-in process, the students struggle to gain their education rights. In the study, it is claimed that the actions gained legitimacy in the process due to the civil disobedience character. Students who applied to civil disobedient forms, which had an important place in the protest culture of the 90s, gained legitimacy by excluding violence. In the study, a theoretical reading of this protest is made based on the social movements literature; the place of protest in 90s politics is problematized. By examining the written sources in the literature and the testimonies of people who were subjected to rights violations at that time, the political and social character of the struggle is analyzed with an interpretative approach. As a result, the place of the students' movement in the sociology of the 90s and in the history of collective movements is evaluated.

Bu çalışma, 1990’lı yıllarda Türkiye’de örgütlenen en önemli protesto hareketlerindenbiriolan“başörtüsüeylemleri”ninTürksiyasal yaşamındakikonumunudeğerlendirmeyiamaçlamaktadır.Kolektif hareketlerliteratüründe,sokaktasiyasetsıklıklasolgruplarla ilişkilendirilmektedir.Buçalışma,birhakihlalikarşısındamilliyetçi- muhafazakâr grupların da protesto örgütleyerek hak arama siyaseti geliştirdikleri iddiasındadır. 90’lı yıllarda, Türkiye toplumunda yaşanan kırılma ve kutuplaşmaların en önemlisi, milliyetçi-muhafazakâr kesim ile laik-modernist çevre arasında yaşanmıştır. Kimlik taleplerinin yükseldiği bu dönemde,İslami siyasetin önünü kesmek amacıyla gerçekleştirilen 28 Şubatdarbesisonrasındabirçoküniversitedebaşörtüsüyasağı uygulanmayabaşlanmıştır.Başörtülüöğrenciler,darbeninyarattığı haksızlıklardan en fazla zarar gören gruplardan birini oluşturmaktadır. Çalışmanın temel iddialarından bir diğeri, öğrencilerin ‘öğrenci’ kimliklerine sahip çıkarken ‘dini’ kimliklerini sembolize eden başörtüsünden taviz vermedikleridir. Mağduriyeti mücadeleye dönüştüren öğrenciler, 1998 yılında,İstanbulÜniversitesiBeyazıtKampüsübaştaolmaküzere başörtüsüyasağınınuygulandığıüniversitelerdeoturmaeylemleri gerçekleştirmiştir. Oturma eylemleri sürecine insan zinciri eylemini de ekleyenöğrenciler,eğitimhaklarınakavuşmakiçinmücadele etmektedirler. Çalışmada, eylemlerin sivil itaatsiz karakteri nedeniyle süreç içerisinde meşruiyet kazandığı iddia edilmektedir. 90’lı yılların protesto kültüründe önemli yer tutan sivil itaatsiz eylem biçimlerine başvuran öğrenciler, şiddeti dışlayarak kamuoyunda görünürlük kazanmışlardır. Çalışmada, toplumsal hareketler literatüründen hareketle bu protestonun kuramsal bir okuması yapılmakta; eylemlerin 90’lar siyasetindeki yeri sorunsallaştırılmaktadır. Literatürde yer alan yazılı kaynaklar ve o dönemde hak ihlaline maruz kalan kişilerin tanıklıkları incelenerek yorumsamacı bir yaklaşımla mücadelenin siyasi ve toplumsal karakteri analiz edilmektedir. Sonuç olarak, başörtülü öğrencilerin hareketinin 90’lar sosyolojisindeki ve kolektif hareketler tarihindeki yeri değerlendirilmektedir.
