FROM REPRESENTATIVE DEMOCRACY TO DEMOCRATIC REPRESENTATION: RETHINKING PITKIN

Abstract

This article offers a perspective on whether the concepts of democracy and representation can be simultaneously comprehended. The questions of what political representation implies in modern states in terms of the relationship between the ruler and the ruled or what or who the focal point are for representative/representatives in the policy making processes are probed in The Concept of Representation, which is the study of Hanna Fenichel Pitkin. Pitkin’s multifaceted perspective of representation provides an important theoretical framework as the concepts of democracy and representation cannot be simultaneously considered due to their different historical origins. In this regard, the article aims to analyse the representational nature of democracy by examining the idea of democratic representation based on Pitkin’s conceptualization of representation.

Bu makale, demokrasi ile temsil kavramlarınıneşanlı-eşzamanlı düşünülüp/düşünülemeyeceğine yönelik bir perspektif sunmaktadır. Modern devletteki yöneten-yönetilen ilişkisindesiyasal temsilin, ne ifade ettiği ya da temsilcinin/temsilcilerin politika belirlenim süreçlerinde neye/kime odaklandığı gibi sorular HannaFenichel Pitkin’in kavrama yönelik kapsamlıçalışması olan The Concept of Representation’da derinlemesine incelenmektedir. Düşünürün çok yönlü temsil perspektifi, demokrasiile temsil kavramlarının farklı tarihsel kökenlerisebebiyle eşanlı/eşzamanlı düşünülemeyeceği konusuna önemli bir teorik çerçeve sunar.Bu bağlamda makale, Pitkin’in temsil kavramsallaştırmasından hareketle demokratik temsildüşüncesini inceleyerek demokrasinin temsilîmahiyetini analiz etmeyi amaçlamaktadır.
