Milli Eğitim Bakanlığı Üst Düzey Yöneticilerinin Stratejik Planlama Konusundaki Görüşleri

Abstract

This study aims at examining the views of the top-level administrators of the Ministry of National Education (MoNE) on strategic planning. The universe of the study, conducted using scanning model, consists of top-level administrators working at the central organization of MoNE. The sample of the study comprises heads of departments, deputy director generals, director generals, heads of boards and advisors at the central organization of MoNE. The questionnaire was administered to the sample group. The data obtained from the study was analyzed. It was examined whether certain selected variables have effects on the views of the administrators. The findings of the study have demonstrated that top-level administrators of MoNE are of the opinion that strategic planning is practicable at MoNE. Furthermore, it was determined that the views of the administrators do not differ by variables such as seniority, level of education, title and age.

Özet

Bu çalışmada Millî Eğitim Bakanlığı(MEB) üst düzey yöneticilerinin stratejik planlama konusundaki görüşlerinin ortaya konulması amaçlanmıştır. Tarama modeli niteliğinde olan araştırmanın evrenini, Millî Eğitim Bakanlığı merkez teşkilatında çalışan üst düzey yöneticiler oluşturmaktadır. Araştırmanın örneklemini, Millî Eğitim Bakanlığı merkez teşkilatında görevli daire başkanları, genel müdür yardımcıları, genel müdürler, kurul başkanları ve müşavirler oluşturmaktadır. Örneklem grubuna anket formu uygulanmıştır. Araştırma sonucunda elde edilen veriler analiz edilmiştir. Seçilen bazı değişkenlerin yönetici görüşleri üzerinde etkisi olup olmadığı incelenmiştir. Bu araştırmadan elde edilen bulgular, MEB üst düzey yöneticilerinin stratejik planlamanın MEB’de uygulanabileceği görüşünde olduklarını göstermiştir. Ayrıca, yönetici görüşlerinin kıdem, eğitim düzeyi, unvan, yaş gibi değişkenlere göre farklılık göstermediği belirlenmiştir.
