Establishment and financing of private higher education institutions in turkey

Abstract

People need to learn the importance of biological and physiological needs. Information education and training acquired phenomenon. Education and training services, public services have an important place among. Public services in administrative law on the one hand, on the other hand the cost of the public are in the field of interest. Training and education services has a special place in the higher education services. Higher education services in the category of private higher education institutions to state universities in Turkey are offered by private universities. However, this dual structure, the demand for higher education, is far from satisfying. For this reason, the system of private universities should also be included. In this study, include recommendations for strengthening the financial structure of foundation universities on the one hand, on the other hand the establishment of private universities, organizations and financial structures designed to provide a model for the proposal.

Özet

Bilgi edinme ihtiyacı insanın biyolojik ve fizyolojik ihtiyaçları kadar önem taşır. Bilgi, eğitim ve öğretimle edinilen bir olgudur. Eğitim ve öğretim hizmetleri, kamu hizmetleri arasında önemli bir yere sahiptir. Kamu hizmetleri ise bir taraftan idare hukukunun, diğer taraftan da kamu maliyesinin ilgi alanında bulunmaktadır. Eğitim ve öğretim hizmetleri içinde yükseköğretim hizmetlerinin özel bir yeri vardır. Yükseköğretim hizmetleri Türkiye'de devlet üniversiteleri ile özel yükseköğretim kurumları kategorisinde bulunan vakıf üniversiteleri tarafından sunulmaktadır. Ancak bu ikili yapı, yükseköğretim talebini karşılamaktan uzaktır. Bu nedenle sisteme özel üniversitelerin de dâhil edilmesi gerekmektedir. Bu çalışma, bir taraftan vakıf üniversitelerinin finansal yapılarının güçlendirilmesine yönelik önerilerini içerirken, diğer taraftan da kurulması tasarlanan özel üniversitelerin kuruluşu ve finansal yapıları konusunda bir model önerisi sunmaktadır.
