Abstract

It can be said that the relationship between knowledge and power had been experienced in different levels and forms in different societies and periods in the history of humanity. In the capitalist mode of production, with the emergence of modern science, we can point out this phenomenon as the relationship between science and power. During the Industrial Revolution in the eighteenth and nineteenth centuries, it can be viewed that this relationship reached to a level that cannot be compared to the past by the efficient use of science in production process. The Manhattan Project, which was implemented during the Second World War, exemplifies another aspect of this relationship in the imperialist stage of capitalism. The atomic bombs which were produced as a result of this scientific project caused at least 350 thousand people to die and affected many more. Because of their role in the emergence of such a result, the scientists in the project became the target of criticization. Similarly, various discussions were held about the US administrators due to their volition in the execution of the Manhattan Project and the use of atomic bombs. However, in these discussions, it can be claimed that the responsibility of the power as a mode of production is ignored. This paper aims to discuss the relationship between science and power by the example of the Manhattan Project, and account how the power which was constituted by the capitalist mode of production brought science under its control and transformed it into a commodity, leaving its social qualities, and furthermore making it a tool of war threatening societies.

Bilgi ve güç arasındaki ilişkinin insanlık tarihi boyunca farklı toplum ve dönemlerde birbirinden farklı düzey ve şekillerde var olduğu söylenebilir. Kapitalist üretim biçiminde, modern bilimin gelişimiyle birlikte bu ilişkiyi, bilim ve iktidar ilişkisi olarak ifade edebiliriz. On sekizinci ve on dokuzuncu yüzyıllarda Sanayi Devrimi sürecinde üretimde bilimin etkinliğinin artması, bilim ve iktidar ilişkisine ivme kazandıran bir gelişme olarak görülebilir. İkinci Dünya Savaşı yıllarında yürütülen Manhattan Projesi, kapitalizmin emperyalist aşamasında, bu ilişkinin başka bir görünümünü örneklendirir. Bu projede üretilen atom bombaları, en az 350 bin insanın hayatına mal olmuş, çok daha fazlasını olumsuz etkilemiştir. Böylesi bir sonucun ortaya çıkmasındaki rollerinden dolayı, projede yer alan bilim insanları birçok eleştirinin odak noktasında yer almışlardır. Benzer bir şekilde Manhattan Projesi’nin yürütülmesinde ve bombaların kullanılmasındaki iradeleri sebebiyle ABD yöneticileri hakkında çeşitli tartışmalar yürütülmüştür. Buna karşın, yürütülen bu tartışmalarda, bir üretim biçimi olarak iktidarın konuya ilişkin sorumluluğunun göz ardı edildiği söylenebilir. Bu makale, bilim ve iktidar ilişkisini Manhattan Projesi üzerinden tartışmayı ve kapitalist üretim biçiminin oluşturduğu iktidar yapısının, bilimi kontrolü altına alarak onu hem toplumsal niteliklerinden sıyrılmış bir metaya hem de toplumları tehdit eden bir araca nasıl dönüştürdüğünü açıklamayı hedeflemektedir.
