Abstract

Urban regeneration applications were first introduced in the 19th century in England in the form of the demolition and reconstruction of the old buildings as a result of urban growth. In those transformation projects, which have entered into various forms over time, sustainable cities are created and not only physical but also socio-economical and cultural dimensions of the transformation are taken into consideration. In Turkey, the city's urban transformation process of industrialization results in an increased internal migration crooked, the formation of slums result of improper planning has emerged. With the Law of Urban Transformation numbered 6306, which entered into force in 2012, this transformation was made only considering the physical transformation. The aim of this study is where transformation is required; by taking the ideas of the people living in the region, to protect the historical texture, to contribute for creating cities compatible with nature, culture and environment. In the study, it is presented the proposals of creating a city, which is a slum town in Üsküdar and one of the historical centers of Istanbul city, and which has to create sustainable living concept considering the sociological structure of the Roman people. How can we achieve a happy neighborhood by meeting the expectations of the people by preserving the historical structure of Selamsız with the researches carried out in edible cities around the world? In this study, the answer to this question was sought.

Özet

Kentsel dönüşüm uygulamaları ilk defa, kentsel büyümeler sonucunda, eski yapıların yıkılıp yeniden yapılması şeklinde, 19. yüzyılda İngiltere’de ortaya çıkmıştır. Zaman içerisinde çeşitli formlara evrilen dönüşüm projelerinde artık sürdürülebilir kentler yaratılarak dönüşümün sadece fiziki değil aynı zamanda sosyo-ekonomik ve kültürel boyutları da dikkate alınmaktadır. Türkiye’de ise kentsel dönüşüm süreci, sanayileşme sonucu artan iç göç ile kentlerde çarpık ve planlamaya uygun olmayan gecekondu bölgelerinin oluşumuna neden olmuştur. 2012 tarihinde yürürlüğe giren 6306 sayılı Afet Riski Altındaki Alanların Dönüştürülmesi Kanunu ile bu dönüşüm, sadece fiziki dönüşümden ibaret kalmıştır. Bu çalışmada amaçlanan husus, dönüşümün gerekli olduğu yerlerde; bölgede yaşayan halkın da fikirleri alınarak, tarihi dokunun korunduğu, doğa ve çevreyle uyumlu yaşam konseptleri yaratmaya katkı sağlamaktır. Çalışmada, İstanbul’un tarihi merkezlerinden olan Üsküdar’da bir gecekondu bölgesi olan Selamsız semtinde mukim Roman halkın sosyolojik yapısını da dikkate alarak sürdürülebilir kentler yaratma önerisi kapsamında değerlendirilmiştir. Bu çalışmada “Dünyada yenilebilir kentlerde yapılan uygulamalar ile Selamsız bölgesinin tarihi yapısını koruyarak, halkın da beklentilerinin karşılandığı, mutlu bir yaşam konsepti nasıl elde edebiliriz?” sorusuna cevap aranmıştır.
