GENERAL PROFILE OF THE CHAIRMAN, EXECUTIVES AND MEMBERS WHO ARE ON DUTY AT CHP GÜMÜŞHANE CENTRAL AND PROVINCIAL ORGANIZATION (1923-1950)

Abstract

In this study; Registration documents filled in on variousdates by 53 people working in the CHP central and provincial or ganization in Gümüşhane province were examined and the generalprofiles of party officials were aimed to be obtained through thedata obtained. The fact that many of the officials stated that theywere members of the Republican People's Party since the establish ment date and that the membership dates in the archive documentscontinued during the period when the CHP was in power alonecaused the periodic range of the study to be determined as 1923- 1950. The printed registry documents prepared by the CHP GeneralSecretariat consisted of 13 questions in total. While most of thesedocuments were filled in by the officers' own handwriting, a fewwere answered using a typewriter. Within thescope of the research, the questions in the regis try document were gathered under four catego ries in order to provide more understandable in formation about the officers. According to the findings obtained in the re search; the ruling party of the period, the CHP,had carried out its organization in the Gümüşha ne city center and its districts mainly with thestaff born in this region and knew around well.While working in a state institution in the regionbefore, the officers who were exposed as a resultof the termination of the related unit, those whoresigned from their institutions due to variousreasons or those who retired were also evaluatedwithin the organizati

Özet

Bu çalışmada; Gümüşhane ili CHP merkez ve taşra teşkilatında görevli 53 kişi tarafından çeşitli tarihlerde doldurulan sicil belgeleri incelendi ve elde edilen veriler aracılığıyla parti görevlilerinin genel profillerinin çıkarılması amaçlandı. Görevlilerin birçoğunun Cumhuriyet Halk Partisi’ne, partinin kuruluş tarihinden itibaren aza olduklarını belirtmeleri ve arşiv belgelerinde yer alan azalık tarihlerinin CHP’nin tek başına iktidar olduğu dönemde de devam ettiğinin anlaşılması çalışmanın dönemsel aralığının 1923-1950 olarak belirlenmesine neden oldu. CHP Genel Sekreterliği tarafından hazırlanan matbu sicil belgeleri toplam 13 soru içermekteydi. Bu belgelerin çoğunluğunun görevlilerin kendi el yazılarıyla doldurulduğu birkaç tanesinin de daktilo kullanılarak cevaplandırıldığı tespit edildi. Araştırma kapsamında görevliler hakkında daha anlaşılır bilgi edinilmesini sağlamak amacıyla sicil belgesinde yer alan sorular dört kategori altında toplandı. Araştırmada elde edilen bulgulara göre; dönemin iktidar partisi CHP, Gümüşhane il merkezindeki ve ilçelerindeki teşkilatlanmasını ağırlıklı olarak bu yörede doğan ve bu yöreyi iyi bilen ve tanıyan kadrolarla gerçekleştirmekteydi. Bölgede daha önce bir devlet kurumunda çalışırken ilgili birimin sonlandırılması neticesinde açıkta kalan görevliler, çeşitli nedenlerle kurumlarından istifa edenler veya emekli olanlar da teşkilat bünyesinde değerlendirilmekteydi.
