The issue of Rum-Armenian in Black Sea region according to reports of control officier of British and USA

İngiltere ve ABD kontrol subaylarının raporlarına göre Karadeniz Bölgesin'de Rum-Ermeni sorunu

Abstract

England, as a leader of the Allies, and the USA, with having commercial interests in Black Sea were in a struggle for protecting these minorities under the name of using and controlling the truce with their High Commissioners in Istanbul and officers which they’ve sent to the region. England that willing to control the region from Black Sea to Caspian Sea by cooperating with Armenia and Georgia to create a barrier against Turks and Bolsheviks, was giving the justification as a reason that they’re protecting the Armenians and Rums, maintaining the order and safety of the community and demobilizing and disarmament the military forces in the region according to truce. Although the Armenian and Rum gangs were disturbing the peace in the area of Trabzon and surroundings, the English claimed that Christians were under pressure and they’ve sent the investigation commissions to the region for checking the situation. For the Armenian-Rum Issue, different from their state’s Turkey policies, these control officers abide by the traditional Christian sympathy, especially the clergy, information provided by non-Muslim community elders, requests and redirects the representatives of companies in the region and they prepared the reports under these circumstances. Although these reports were prejudiced, they occasionally laid bare the invalidity of the Armenians-Rums’ claims and unveiled the European state’s policy related to Black Sea Region.

Đtilaf Devletleri’nin lideri durumundaki Đngiltere ve Karadeniz Bölgesi’nde ticarî çıkarları olan ABD Đstanbul’daki Yüksek Komiserleri ve bölgeye gönderdikleri kontrol subayları vasıtasıyla mütarekeyi uygulama ve kontrol etme adı altında bu iki azınlık unsurunu gözetip, kollama çabası içinde olmuslardır. Ermenistan ve Gürcistan’la isbirliği içerisinde olarak Türklere ve Bolseviklere karsı sağlam bir set olusturarak Karadeniz’den Hazar’a uzanan coğrafyayı kontrol etmek isteyen Đngiltere, Karadeniz kıyılarına yönelik faaliyetlerine gerekçe olarak da; Ermeni ve Rumları koruma, asayissizliği önleme ve mütarekeye göre bölgedeki askeri kuvvetlerin terhis ve silahsızlandırılmasını gösteriyorlardı. Trabzon ve çevresindeki asayissizliğe Rum ve Ermeni çeteleri sebep olduğu halde Đngilizler, Hristiyanların baskı altında olduğunu ileri sürüyorlar ve bu durumu yerinde incelemek üzere bölgeye inceleme heyetleri gönderiyorlardı. Karadeniz Bölgesi’nde incelemelerde bulunan Đngiliz ve ABD kontrol subayları Rum-Ermeni sorununa, ülkelerinin Türkiye politikalarının bir yansıması seklinden baska, geleneksel Hristiyanlık sempatisi, basta din adamları olmak üzere gayrimüslim toplum ileri gelenlerinin verdiği bilgiler, talepler ve bölgedeki sirket temsilcilerin yönlendirmeleri doğrultusunda yaklasıyor, raporlarını da buna göre hazırlıyorlardı. Hazırlanan bu raporlar genelde ön yargılı olmakla birlikte zaman zaman Rum-Ermeni iddialarının geçersizliğini ortaya koymakta ve Avrupa devletlerinin Karadeniz Bölgesi’ne yönelik politikalarını desifre etmekteydi.
