A database model for pre-design-phase building cost estimate in Turkey

Abstract

In this study, the conditions in Turkey have been investigated regarding the sources that can be used for cost estimate purposes towards the entire phases of design and relevant problems have been determined and indicated. Regarding such problems, 14 different cost estimate methods and software of various establishments around the world have been studied for the predesign phase in order to produce solution for defined problems. As a result of this research was such methods and softwares have been defined with respect to the parameters defining the cost data, the databases they utilize, and the steps they follow. Then it has been decided among these methods that R.S. Means Company, Inc' s Unit Price Cost Multiplier Method can be used completely and The Square Foot Estimate Method can be used partially for Turkey. The data in tables and graphs in each step of these methods have been defined. Then 13. different raw data necessary to produce these data and many conversition operations have been introduced. Also the means required have been determined to provide standard collection of raw data. Finally, a model to establish database has been defined and the steps towards this process could be classified under main headings. These are the preparation of work, which are performed once, and the periodic operations, which has to be performed annually. As a result of all these works, database model towards cost estimate method for pre-design-phase in Turkey has been introduced. Also the methods to apply such model have been determined.

Özet

Bu çalışmada tasarımın tüm evreleri için bina maliyeti tahmini amaçlı kullanılabilecek kaynaklar açısından Türkiye' deki durum incelenmiş ve problemler ortaya konmuştur. Bu problemler doğrultusunda, tasarım öncesi evre için dünyada farklı kuruluşlar tarafından geliştirilmiş olan 14 değişik maliyet tahmin yöntem ve yazılımı maliyet verilerini tanımlayan parametreler, kullandıkları veri tabanları ve izledikleri adımlar açısından sistematik bir biçimde incelenmiş ve bunlar içinden Türkiye için uygun olanları seçilmiştir. Daha sonra seçilmiş olan bu yöntemlerde kullanılan veriler, bu verilerin oluşturulabilmesi için gerekli ham veriler ve dönüştürme işlemleri ortaya konmuştur. Ayrıca söz konusu ham verilerin standart bir şekilde toplanmasını sağlayacak araçlar belirlenmiştir. Son olarak yöntemlerin ihtiyaç duyduğu veri tabanı modeli detaylı bir biçimde tanımlanmıştır.
