Evaluation of Individual Pension System in Turkey with the use of Structural Break Test

Türkiye’de Bireysel Emeklilik Sisteminin Yapısal Kırılma Testi İle Değerlendirilmesi

Abstract

Purpose – This study aims at the effect of the state contribution application, which is one of thereforms made for the development of the private pension system in our country, on the systemcomponents in general to reveal the change in the development direction of the individual pensionsystem before and after the state contribution application. Design/methodology/approach – This constitutes the research universe and pension companiesoperating in Turkey, 18 of the Pension Monitoring Center data they have transferred IBM SPSS(Statistical Package for the Social Sciences) was used in the redesigned work environment prior toanalysis. The research model was designed to reveal the structural difference before and after the statecontribution, and the development model of the state contribution fund amount was created. In thisdirection, system components were examined by trend analysis from time series analysis and chowtest from structural breakage tests. The artificial variable effect was also examined in terms ofdetermining the source of the structural difference. Findings – By analyzing the system components using statistical analysis methods, it was determinedthat a structural difference occurred in the system with the state contribution application as a result ofthe analysis. Based on the findings obtained in this context, it is seen that the development tendency ofthe system is found to be stronger after application of the state contribution. Discussion – In this study, which aims to reveal the effectiveness of the state contribution applicationin terms of the development of the individual pension system. It is thought that the research isimportant in terms of the trends towards the sustainability and developability of the state contributionapplication.

Özet

Amaç – Ülkemizde uygulanmakta olan bireysel emeklilik sisteminin gelişimine yönelik yapılanreformlardan birisi olan devlet katkısı uygulamasının genel olarak sistem bileşenleri üzerindekietkisini araştırmayı amaçlayan bu çalışmada, devlet katkısı uygulaması öncesi ve devlet katkısıuygulaması sonrası dönemlerde bireysel emeklilik sisteminin gelişim yönündeki değişiminin ortayakonulması temel amaç olarak görülmüştür. Yöntem – Araştırmanın evrenini oluşturan ve Türkiye’de faaliyet gösteren 18 emeklilik şirketininEmeklilik Gözetim Merkezi’ne aktarmış oldukları veriler IBM SPSS (Statistical Package for the SocialSciences) ortamında analiz öncesi yeniden tasarlanarak çalışmada kullanılmıştır. Devlet katkısı öncesive sonrası yapısal farklılığı ortaya koymak üzere araştırma modeli tasarlanmış ve devlet katkısı fontutarının gelişim modeli oluşturulmuştur. Bu doğrultuda sistem bileşenleri zaman serilerianalizlerinden trend analizi, yapısal kırılma testlerinden chow sınaması ile incelenmiştir. Yapısalfarklılığın kaynağının tespiti açısından da yapay değişken etkisine bakılmıştır.Bulgular – İstatistiksel analiz yöntemleri kullanılarak sistem bileşenlerinin çözümlemesi yapılmış olupyapılan çözümleme neticesinde devlet katkısı uygulaması ile sistemde yapısal farklılık meydanageldiği tespit edilmiştir. Bu bağlamda elde edilen bulgulardan hareketle sistemin gelişim yönündekieğiliminin devlet katkısı uygulamasından sonra daha güçlü olduğu görülmektedir. Tartışma – Bu araştırma ile sistemin gelişimi açısından devlet katkısı uygulamasının etkinliği ortayakonulmuştur. Devlet katkısı uygulamasının sürdürülebilirliği ve geliştirilebilirliği yönündekiyönelimler açısından araştırmanın önem arz ettiği düşünülmektedir.
