Abstract
This paper deals with the tribal settlement and the land tenure in Palestineand al -Urdun from the eve of Muslim conquests until the eve of the Crusades. Before the rise of Islam, some Arab tribes started to immigrate to the Palestinian territory. But the nature of Caliph Umar s tax and land tenure arrangements sta r- ted to becom e apparent with the Muslim conquests. It was attached a particular importance to agricultural settlement and land reclamation in the Umayyad p eriod. The Umayyad royal estates, in general, passed into the hands of the Abb asids. However, due to the revolts that broke out in rural areas, the Abbasids were not able to administer these lands as Umayyads as well.

Bu makale İslâm fetihlerinin öncesinden Haçlı seferlerinin başlangıcına kadar Filistin ve Ürdün bölgesinde kabile iskânı ve toprak mülkiyeti ile i lgilidir. İslâm ınortaya çıkmasından önce bazı Arap kabileleri Filistin bölgesine göç etmeye ba ş-ladılar. Fakat bölgedeki fetihlerle birlikte Hz. Ömer in toprak mülkiyeti ve vergile rle ilgili düzenlemelerinin de mahiyeti belli olmaya başladı. Emeviler döne mindebu bölgelerde tarımsal yerleşime ve arazi ıslahına son derece önem verildi. Bu dönemde devlete ait olan araziler genel olarak Abbasilere intikal etti. Fakat A b-basiler kırsal bölgelerde ortaya çıkan isyanlar sebebiyle bu toprakları Emeviler kadar iyi idare edemediler.
