The Vizierate in The Pre-Ottoman Era

Abstract

Vizierate is the second most important executive authority after the sultan in the state organization. The vizier has extensive authority to conduct all the affa-irs of the sultan. Although there was a consultation tradition from the period of Prophet Muhammad (pbuh) to period of Abbasids, the officers titled vizier were not included in the state organization. In the Umayyads period, the clerks served as confidants of the caliph. The Abbasids were influenced by the Byzantines and the Sassanids and established the office of vizierate during their early years. Vi-zierate has reached its most powerful period when Harun Rashid appointed Yahya bin Khalid as vizier with broad authority. The vizierate in the Turkish state organization is influenced by the previous periods. As a matter of fact, Abbasids, Samânoğulları and Gazneliler were taken as a model in the state organizations of Great Seljuk and Anatolian Seljuk Empires and an institution of vizierate was established. The State affairs were conducted by the council (Divan), which was chaired by the vizier. Harizmshahs and Ilkhanids also took the organizational structure of the Great Seljuk State as a model and the vizier was appointed as a head of the central government with broad authority as a deputy of the sultan.

Özet

Vezirlik, devlet teşkilâtında hükümdarlıktan sonra yer alan ikinci önemli icra makamıdır. Buna göre vezir hükümdarın bütün işlerini yüklenen, birçok yetkiyi elinde bulunduran kişidir. Hz. Peygamber (sas) devrinden itibaren Abbâsîler dö-nemine kadar istişare geleneği olmakla beraber, vezir unvanlı görevliler devlet teşkilâtında yer almamıştır. Emevîler döneminde halifenin sırdaşı olarak bu gö-revi kâtipler yerine getirmiştir. Abbâsîler, ilk devirlerinde Bizanslılardan ve Sâsânîlerden etkilenerek vezirlik makamını ihdas etmişlerdir. Vezirlik makamı, Hârûn Reşîd’in Yahya bin Hâlid’i geniş yetkilerle vezir tayin etmesiyle en güçlü dönemine ulaşmıştır. Daha sonra Türk devlet teşkilâtında da görülen vezirlik ku-rumu, önceki dönemlerin etkisini taşır. Nitekim Büyük Selçuklu ve Anadolu Sel-çuklu devlet teşkilatlarında Abbâsîler, Sâmânoğulları ve Gazneliler örnek alına-rak vezirlik kurumu oluşturulmuştur. Devlet işleri vezirin başkanlık yaptığı Divan tarafından yürütülmüştür. Harizmşahlar ve İlhanlılar da Büyük Selçuklu Devle-ti’nin teşkilât yapısından örnek alarak hükümdarın mutlak vekili olan veziri geniş yetkilerle merkezi idarenin en üst noktasına yerleştirmişlerdir.
