İmara aykırı ve kaçak yapılaşmış alanlarda taşınmaz geliştirme seçeneği

Abstract

The aim of this study is to present a development example and a field arrangement option in the selected region of illegal settlements and settlements contrary to development plan by rearranging the unpleasant settlements having insufficient social and sub structural facilities according to a development plan features. The applicability conditions of this presented option in Turkey and Istanbul will be tried to bring up. Carrying out an application based on theoretical equivalent value method is aimed to inform colleagues, local public authority and to open this subject into discussion. The parts of this project are the owners and the municipality that will realize and finance the project and will be responsible for the project.

Özet

Çalışmanın amacı; seçilmiş bir alanda, kaçak ve imara aykırı olarak oluşmuş, sosyal ve teknik altyapı olanakları yetersiz çirkin yapılaşmayı, yapılan bir imar uygulama planının olanaklarına göre yeniden düzenleyerek bir geliştirme örneği, arsa düzenlemesi seçeneği sunmaktadır. Sunulan bu seçeneğin Türkiye ve İstanbul genelinde uygulanabilirlik koşulları ortay konulmaya çalışılacaktır. Meslektaşlarımızı, yerel kamu yetkililerini bilgilendirmek, konuyu tartışmaya açmak için kuramsal anlamda eşdeğerlik yöntemine dayanan bir uygulama yapmak amaçlanmıştır. Bu projenin tarafları ise; proje bölgesindeki mal sahipleri, bu projeyi gerçekleştirecek ve finans sahibi de olan geliştirici/yüklenici ile projenin sorumlusu, sahibi belediyedir.
