Administration of the City of Mecca from its Establishment to the End of the Umayyads

Abstract
The city of Mecca has a great importance both for the Islamic world and for human history. Because this city, which is described as “Umm al-Qura (mother of cities)” by the Quran, is a center that has been the religious, political and commercial capital of the region where the religion of Islam came from and where prophet Muhammad was born. At the same time, this city, according to the general acceptance, it was built by prophet Ibrahim and his son prophet Ismail, and it includes the Kaaba, which has been the center of pilgrimage since then. The Kaaba, which is identified with the history of the city, is the first temple built on earth to worship Allah according to Islamic beliefs and the qibla, which is like the inviolable of Muslims. In order to accurately analyze the change and transformation of the religion of Islam and the time and ground that Muhammad came to, it is necessary to thoroughly investigate the Hijaz region, especially Mecca, and the Arabian peninsula in historical and cultural terms. In addition, the fact that the city history, which has an important place in Islamic historiography, started with the history of Mecca has a special importance. For these reasons, our work will be about the administration of Mecca from the establishment stage to the end of the Umayyad period considered in the first period of Islamic history. In this context, our topic will be addressed under three main headings, “from its establishment to the period of Prophet Muhammad, the periods of Prophet Muhammad and the Khulafa al-Rashidun, the Umayyad period”, and through the events that can be regarded as the milestone of these periods and have deeply affected the history of the city.
Özet
Mekke şehri, hem İslâm âlemi hem de insanlık tarihi için oldukça büyük bir öneme sahiptir. Zira Kur’ân-ı Kerîm tarafından “Ümmü’l-Kurâ (şehirlerin anası)” olarak nitelenen bu şehir, İslâm dininin geldiği, Hz. Muhammed’in doğduğu ve bulunduğu bölgeye yüzyıllar boyunca dinî, siyasi ve ticari açıdan başkentlik yapmış bir merkezdir. Aynı zamanda söz konusu şehir, genel kabule göre Hz. İbrahim ve oğlu Hz. İsmail tarafından inşa edilmiş olup o tarihten beri hac ibadetinin merkezi olan Kâbe’yi de bünyesinde barındırmaktadır. Şehrin tarihiyle özdeşleşmiş olan Kâbe ise İslâm inancına göre Allah’a ibadet maksadıyla yeryüzünde inşa edilmiş ilk mabed ve Müslümanların harîm-i ismeti konumundaki kıblesidir. İslâm dininin ve Hz. Muhammed’in gelmiş oldukları zaman ve coğrafyada yapmış oldukları değişim ve dönüşümün doğru bir şekilde tahlil edilebilmesi için başta zuhur ettikleri Mekke olmak üzere Hicaz bölgesinin ve Arap yarımadasının, tarihî ve kültürel anlamda derinlemesine tetkik edilmesi şarttır. Ayrıca İslâm tarih yazıcılığı içerisinde mühim bir yere sahip olan şehir tarihlerinin de Mekke ile başlamış olması ayrı bir ehemmiyete sahiptir. Bu sebeplerle çalışmamız kuruluş aşamasından ilk dönem İslâm tarihi içerisinde mütalaa edilen Emevîler dönemi sonuna kadar Mekke’nin idaresi hakkında olacaktır. Bu bağlamda şehrin idaresi, “kuruluşundan Hz. Peygamber dönemine kadar, Hz. Peygamber ve Hulefâ-yi Râşidîn dönemleri, Emevîler dönemi” olmak üzere üç ana dönemde ve bu dönemlerdeki mihenk taşı mesabesinde kabul edilebilecek hadiseler üzerinden ele alınacaktır.
