Problems Teachers' Face and Solution Proposals in the Schools Where the Foreign Students Are Educated

Abstract
The civil war that broke out in Syria, which is our neighbor to the border, forced the civilians to migrate for the sake of safety of life. The number of people who started to enter Turkey in 2011 reached 3 million as of 2017 (Office of the United Nations High Commissioner for Refugees [UNCHR], 2017). Besides the Syrians, Iraqis, who migrated with similar reasons, are also being hosted in Turkey. While some of these people are hosted in the camps, the majority of them are located all over Turkey. This wave of immigration has led to various problems throughout the country; one of the most important problems is children's education. In order to solve these children's educational problems, governmental and non-governmental organizations have acted and put forward various solution proposals. In this context, various policies are implemented by the state; educational opportunities are offered to students at temporary training centers and national schools of education. However, teachers working in schools depending on the Ministry of National Education are experiencing various problems. The aim of this research is to reveal problems and solutions proposed by teachers who are teaching in elementary and secondary schools depending on the Ministry of National Education. This research has been designed in qualitative research method. For this purpose, interviews were conducted with 17 teachers who educate in different fields in a primary school and a secondary school. Semistructured interview was used in the study and interviews were transcribed. The data obtained from the study were analyzed via content analysis technique. The themes that emerged according to the results of the research were academic problems, language and communication problems, social problems and suggestions.

Sınır komşumuz ölan Suriye’de patlak veren iç savaş, sivilleri can güvenliğini sağlamak adına göç etmeyemecbur bırakmıştır. 2011 yılında Türkiye’ye giriş yapmaya başlayan sivillerin sayısı 2017 yılı itibarıyla 3milyöna ulaşmıştır (Birleşmiş Milletler Mülteciler Yüksek Komiserliği [UNCHR], 2017). Suriyelilerin yanı sırabenzer sebeplerle göç eden Iraklılar da Türkiye töpraklarında misafir edilmektedir. Bir kısmı kamplardabarındırılan bu insanların çöoğunluğu Türkiye’nin dört bir yanına yerleşmiş durumdadır. Yaşanan bu göç dalgasıülke çapında çeşitli sorunlara yöl açmış olup; en önemli sörunlardan biri de çocukların eğitim sorunudur. Buçocukların, eğitim sorunlarının çözümü için devlet ve sivil toplum kuruluşları harekete geçmiş ve çeşitli çözümönerileri ortaya koymuştur. Bu kapsamda devlet tarafından çeşitli politikalar uygulanmakta, Suriyeliöğrencilere geçici eğitim merkezlerinde ve Milli Eğitim Bakanlığına (MEB) bağlı okullarda eğitim imkânlarısunulmaktadır. Fakat MEB’e bağlı okullarda çalışan öğretmenler çeşitli sorunlar yaşamaktadır. Buaraştırmanın amacı MEB’e bağlı ilkokul ve ortaokullarda eğitim veren öğretmenlerin karşılaştığı sorunları veçözüm önerilerini ortaya koymaktır. Nitel araştırma yöntemi ile yürütülen araştırmada farklı branşlarda eğitimveren 17 öğretmenle görüşme yapılmıştır. Yarı yapılandırılmış görüşme sorularına verilen yanıtlar transkriptedilmiş ve içerik analizine tabi tutulmuştur. Araştırma sonuçlarına göre örtaya çıkan temalar; akademikproblemler, dil ve iletişim problemleri, sosyal problemler ve önerilerdir.
