Political participation in respect to political system theory of David Easton: A survey on Erzurum voters

David Easton'un siyasal sistem kuramı bağlamında siyasal katılma: Erzurum seçmeni üzerine bir araştırma

Abstract

In social life, citizens deal with politics for various purposes and in various ways, and provide inputs to political system through political participation. Political participation, including the types and behaviours of voters, directed to affecting the decision-makers is defined as “the behaviours and activities realizde to affect those to come to pasitions to give political decisions or those holding these positions as a result of preferences decisions one makes autonomously ” however, these political participation types or levels change from one political system to another. Individuals can realize the transfer from nonpolitical roles to political ones only by political participation. Citizens can only address their socialand individual wishes, expectations and hopes to political system only through political participation. The political system makes decisions an puts them into action within the context of these political participation inputs. Otherwise, political system won’t see the necessity of taking enforcing decisions and putting tehm ınto operation. This is because, political participation inputs are the exıstence reason and now material of the decisions and the operations of the political system. This survey analysis in what types an how often Erzurum voters participate the political system by transferring from nonpolitical roles to political ones withing the context of political system theory. In addition, the study brings forword the political participation types, and the relations between socioeconomic and socio- cultural variables of the voters.

Özet

Toplumsal yaşam içerisinde vatandaşlar çeşitli amaçlar doğrultusunda ve çeşitli şekillerde siyasetle ilgilenmekte ve siyasal sisteme siyasal katılma yoluyla girdi sağlamaktadır. Seçmenlerin, siyasal karar mercilerini etkilemeye yönelik davranış ve eylem türlerini içeren siyasal katılma “kişinin otonom olarak yaptığı tercihler ve verdiği kararlar sonucunda siyasal karar mevkilerine gelecek olanları veya bu mevkileri ellerinde bulunduranları etkilemek üzere yaptıkları eylem ve davranışlar” olarak tanımlanmaktadır. Ancak bu siyasal katılma türleri veya düzeyleri siyasal sistemden sisteme değişiklik göstermektedir. Sistem analizi içerisinde bireyler siyasal olmayan rollerden siyasal rollere geçişi ancak siyasal katılma yoluyla gerçekleştirebilirler. Vatandaşlar, toplumsal ve bireysel isteklerini, beklentilerini ve umutlarını, ancak siyasal katılma yoluyla siyasal sisteme göndermektedir. Siyasal sistem, bu siyasal katılma girdileri doğrultusunda karar almakta ve eyleme geçmektedir. Aksi takdirde siyasal sistem, toplum için bağlayıcı karar alma ve eyleme geçme gereği görmeyecektir. Çünkü siyasal katılma girdileri siyasal sistemin aldığı karar ve gerçekleştirdikleri eylemlerin hem varlık nedeni hem de hammaddesidir. Bu keşif çalışması, siyasal sistem kuramı bağlamında Erzurum seçmeninin siyasal olmayan rollerinden siyasal rollere geçerek hangi tür ve sıklıkta siyasal sisteme katıldıklarını analiz etmektedir. Ayrıca çalışmamızda, siyasal katılma türleri ile Erzurum seçmeninin sosyo-ekonomik ve sosyo kültürel değişkenleri arasındaki ilişkileri de incelenmiştir.
