The Role of Media /Social Media in the Formation and Implementation of Public Policies

Kamu Politikalarının Oluşumu ve Uygulanmasında Medya/Sosyal Medya’nın Rolü

Abstract

Education, transportation, justice, social security, defense etc. which concern the entire society and the problems that individuals alone cannot solve, public policies that the state and its affiliates have developed and implemented for the solution of the problem is the basis of social development. The most important role in the development of public policies is undoubtedly the media / social media. During the process of determination of the problem and bringing the demands of the people to the agenda, formation of public opinion, identification and implementation of policies; communication between individuals, society, interest groups and government is provided by the media / social media. The better relationship between the individuals, society and political power will develop as long as media/social media is free and independent. However, both political power and interest groups in society, manipulate formation of public policies in the direction of their own interests. This prevents the healthy development of public policies. The study consists of three parts. In the first part, the development of public policies, the factors influencing the development of public policy and the stages of public policies are scrutinized. In the second part, the development of the media / social media in the historical process has been examined. In the third part, the role of media / social media in the development of public policies has been investigated

Eğitim, ulaşım, adalet, sosyal güvenlik, savunma vb. toplumun bütününü ilgilendirenve bireylerin tek başına çözemedikleri sorunlar konusunda devletin ve ona bağlı kurumlarınsorunun çözümü için geliştirdikleri ve uyguladıkları kamu politikaları, toplumsal gelişimintemelini oluşturmaktadır. Kamu politikalarının gelişiminde en önemli rolü hiç kuşkusuzmedya/sosyal medya oynamaktadır. Sorunun saptanması ve halkın taleplerinin gündemegetirilmesi, kamuoyunun oluşumu, politikaların saptanması ve uygulanması süreçlerindebirey, toplum ve çıkar grupları ile iktidar arasındaki iletişimi medya/sosyal medyasağlamaktadır. Medya/sosyal medya ne kadar özgür ve bağımsız olursa birey ve toplumlasiyasi erk arasındaki ilişki o kadar sağlıklı gelişecektir. Ancak gerek siyasi erk, gereksetoplumdaki çıkar grupları, medyayı kendi çıkarları doğrultusunda kullanarak, kamupolitikalarının oluşumunu kendi çıkarları doğrultusunda yönlendirmektedir. Bu da kamupolitikalarının sağlıklı gelişimini engellemektedir.Kamu politikalarının oluşumu ve uygulamalarında medya/ sosyal medyanınrolü konulu bu çalışma üç bölümden oluşmaktadır. Birinci bölümde kamu politikalarınıngelişimi, kamu politikasının gelişimini etki eden faktörler ve kamu politikalarının aşamalarıele alınmıştır. İkinci bölümde medya/sosyal medyanın tarihsel süreç içerisindeki gelişimiirdelenmiştir. Üçüncü bölümde ise kamu politikalarının gelişiminde medya/sosyalmedyanın rolü araştırılmıştır.
