Criticism of the 19th Century Ottoman Bureaucratic Structure in the Jön Turkish Thought: An Analysis on “Turfanda mı Yoksa Turfa mı?”

19. Yüzyıl Osmanlı Bürokratik Yapısının Jön Türk Düşüncesinde Eleştirisi: “Turfanda Mı Yoksa Turfa Mı” Üzerinden Bir Analiz

Abstract

As a result of the effects of modernisation efforts, there had been an important change in the classical bureaucratic structure of Ottoman Empire in the 19th century. The defeats of Ottoman Empire to the West both in politics and military led to the discussions on the superiority of the West and the reasons of this, and solutions were tried to be found. While Westernisation accelerated in order to stop the government’s regression, its effects on the society and politics had become an important discussion topic. One of the focuses of these discussions was the change in the bureaucratic structure. These changes were also voiced by the Young Turks, and the existing problems were determined and solutions were tried to be found to these problems. In this respect, one of the notable names is Mizancı Murad, who had an important role in the Young Turks. In this study, in the scope of Mizancı Murad’s work called“Turfanda mı Yoksa Turfa mı?”, how defects of the bureaucratic structure of the period were approached and the suggestions on how to correct these defects are studied via text analysis method. Thus, observations are made on bureaucratic structuring in the final period of Ottoman Empire

Özet

Modernleşme çabalarının etkisi neticesinde Osmanlı Devleti’nin klasik bürokratikyapısında 19. Yüzyılda önemli bir değişim yaşanmıştır. Osmanlı Devleti’nin Batı karşısındaaldığı siyasi ve askeri yenilgiler, Batı’nın üstünlüğünü ve bunun nedenlerini tartışmayave çözüm önerileri aramaya sevk etmiştir. Devletin gerilmesinin önüne geçebilmek içinBatılılaşmanın hızı artarken, bunun toplum ve siyaset üzerindeki etkileri de önemli birtartışma konusu olmuştur. Bu tartışmaların odak noktalarından biri de bürokratik yapıdakideğişimdir.Söz konusu değişimler Jön Türkler tarafından da dile getirilmiş, var olan sorunlartespit edilerek, bunların nasıl üstesinden gelinebileceğinin yolları araştırılmıştır. Bubağlamda dikkati çeken isimlerden biri, Jön Türkler içeresinde kayda değer bir yeri olanMizancı Murad’dır. Bu çalışmada Mizancı Murad’ın “Turfanda mı Yoksa Turfa mı?” eserikapsamında, dönemin bürokratik yapısındaki bozuklukların nasıl ele alındığı ve bunlarınnasıl giderebileceğine dair öneriler metin analizi yöntemiyle irdelenmiştir. Böylece OsmanlıDevleti’nin son dönemindeki bürokratik yapılanmaya ilişkin tespitler yapılmıştır.
