Kamu özel ortaklıkları üzerine değerlendirmeler

Abstract

During the post-1980 era when neoliberal policies took over, industrialization policies of the private sector to increase capital accumulation have been adopted. Parallel to this, the public investments in the industrial domain have gradvually decreased, and public investments of infrastructure that would increase the accumulation of capital of the private sector have become prominent in the state budget. Within this scope, in the recent years, the Public Private Partnership model has started in the investments of infrastructure after 1980 and, today, has found area of implementation in public services like health and education that may be considered basic. We know that the Public Private Partnership discourse that legitimizes the intervention of the entrepreneur state is not unique to Turkey, and that many large scale investment projects are advocated today in different countries with the same rhetoric. This study aims to try to perceive the Public Private Partnership model in Turkey through the changing state intervention, and the importance of this model in the capital accumulation process. In this regard, the Public Private Partnership projects that have taken place since the early 1980s will be briefly discussed and the sectoral distribution of the Public Private Partnership projects will be examined.

Neoliberal politikaların egemen olduğu 1980 sonrası dönemde özel sektörün sermaye birikimini arttırıcı sanayileşme politikaları benimsenmiştir. Buna paralel olarak sanayi alanındaki kamu yatırımları giderek azalmış, özel sektörün sermaye birikimini arttıracak kamu altyapı yatırımları, devlet bütçesinde ön plana çıkmıştır. Bu kapsamda özellikle son yıllarda Kamu Özel Ortaklığı (KÖO) modeli, 1980 sonrasında altyapı yatırımlarında başlamış; günümüzde ise sağlık ve eğitim gibi temel sayılabilecek kamu hizmetlerinde de uygulama alanı bulmuştur. Girişimci devlet müdahalesini meşrulaştıran Kamu Özel Ortaklığı söyleminin yalnızca Türkiyeye has olmadığını, pek çok büyük ölçekli yatırım projesinin günümüzde farklı ülkelerde aynı retorikle savunulduğunu biliyoruz. Bu çalışmanın amacı Türkiyede Kamu Özel Ortaklığı modelini değişen devlet müdahalesi üzerinden algılamaya ve sermaye birikim sürecindeki önemini kavramaya çalışmaktır. Bu kapsamda 1980lerin başından itibaren gerçekleşen KÖO projelerine kısaca değinilecek ve son dönemde KÖO projelerinin sektörel dağılımı incelenmeye çalışılacaktır.
