Abstract

While the elections of June 7 is coming towards the commitments on the election reports andtheir load at the budget is one of the principal discussion points. The issue of resource has tobe handled from two principal elements. The frst of these is the question that the taxes will becollected from whom and with which instruments. The second important point is that how theseincomes will be share out -with which instruments- and for whom.In this study, Turkey s revenues and expenditures policy will be analyzed with comparison onthe European Union and OECD countries. We will attempt to fnd answers like that where is thesource? orIs there source .

7 Haziran seçimlerine giderken seçim bildirgelerinde yer alan vaatler ile bu vaatlerin bütçeyegetireceği yük temel tartışma konularından birini oluşturmaktadır. Kaynak sorunu iki temel unsurüzerinden ele alınmak durumundadır. Bunlardan birincisi gelirlerin kimlerden ve hangi araçlarlatoplanacağı konusudur. İkincisi ise elde edilen gelirin kimler için ve hangi araçlarla dağıtılacağıile ilgilidir.Bu çalışmada Avrupa Birliği ve OECD ülkeleri üzerinden yapılan karşılaştırmalarla Türkiyeningelirler ve giderler politikası irdelenmeye çalışılacaktır. Kaynak nerede? Ya da gerçekten kaynakyok mu sorularına yanıt aranmaya çalışılacaktır.
