Interaction of Kurdology with the Russian Empire’s Foreign Policy Towards the Ottoman Kurds

Abstract

The aim of the present research is to determine whether or not there was interaction betweenthe Russian Empire‘s policy towards Kurds and the course of Kurdology in the RussianEmpire. It is accepted that discrepancies within adversarial nation-states are highlightedthrough differences in religion, sect, tribe, and region. Therefore, those of the knowledgeableand able, who for example speak the language of the majority nation, are called upon to createa political opposition in a rival state. For this purpose, institutions were established forconfidential or open intelligence, production, and publication of information. And, the role ofKurdology in creating or highlighting differences regarding actualization of politicalopposition can be determined. The present article analyzes the collection of information aboutKurds in the Russian Empire/RE and the effect of the Russian Empire‘s policies on theirformulation. From this point of view, the works in the Russian State Library with a titlecontaining the word ―Kurds‖ are interpreted according to year, type, and languages, takinginto consideration the persons involved in their preparation. The resultant conclusion is thatKurdology in the Russian Empire is seen to have interacted with the policies of the RussianEmpire.

Özet

Araştırmanın amacı Rusya İmparatorluğunun Kürtlere yönelik politikası ile Rusya İmparatorluğunda Kürdolojinin seyri arasında etkileşim olup olmadığını belirlemektir. Hasım devletlerin din, mezhep, kavim, kabile, bölge farklılıklarını öne çıkardığı, bu farklılıkların vurgulandığı kabul edilmektedir. Hasım devlette siyasi muhalefetin oluşturulması için bilgili ve muhalefetin dilini konuşan yetenekli kişiler gereklidir. Bu amaçla gizli ya da açıktan istihbarat, bilgi üretimi ve yayını için müesseseler kurulur. Siyasi muhalefet için farklıkların oluşturulması ya da öne çıkarılmasında Kürdolojinin rolü saptanabilir. Bu makalede Rusya İmparatorluğunda (Rİ) Kürtlere ilişkin bilgilerin toplanması, eserlerin oluşumuna Rİ politikalarının tesiri değerlendirilmiştir. Buaçıdan Rİ dönemindeki Kürdologlar ve eserlerine bakılmıştır. Rusya Devlet Kütüphanesinde başlığında Kürtler olan eserler yıllara ve türlerine, dillerine, eserleri hazırlayanların mensubiyetlerine göre yorumlanmıştır. Sonuç olarak Rİ‘de Kürdolojinin Rİ politikaları ile etkileşim içinde olduğu görülmüştür.
