Abstract

Republic of Turkey has been experiencing a rapid transformation in the 1930‟s. By all the dimensions, attemting to perform a challenging and specific transformation, this nation-state was a part of the world which was slipping through the World War and experiencing a great economic crisis at the same time. This study deals with the First Five-Year Industrial Plan (FFYIP) with its prepatory and implementary phases. FFYIP can be evaluated as for either as a plan emerged by the result of the compulsory conditions or as an enterprise consciously and voluntarily., Implemented between the years of 1934–1938 that had been shapened by the periodical influences, FFYIP is an important plan carrying the socio-political dimension. This plan had been a pioneering one on the road of Turkey‟s industrialization, development and construction of self-confidency. The Plan, which would have affect the following economic policy-making processes hadn‟t appeared in a short-term and it had been observed that the Plan had been effective on the previous experiment and knowledge. By this reason, the study begins with a brief deal on the pre-Republican period and pays attention to the Republican happenings, then. The specialist committees from the USSR and the USA had made observations about FFYIP in Turkey. The main axis of FFYIP had been shapened by the specialists on economics from the USSR and apart from the own resources, the Soviet and English aids had been the important material supports.

Özet

1930"lu yıllarda Türkiye Cumhuriyeti hızlı bir toplumsal dönüşüm süreci yaşamaktadır. Bütün boyutlarıyla iddialı ve özgül bir toplumsal proje gerçekleştirmeye çalışan bu ulus devlet aynı zamanda büyük bir iktisadi kriz yaşayan ve savaşa doğru sürüklenen dünyanın da bir parçasıdır. Bu çalışmada hazırlık süreciyle birlikte Birinci Beş Yıllık Sanayi Planı (BBYSP) ve uygulaması konu edilmiştir. BBYSP ne sadece zorunlu koşulların sonucunda, o anda ortaya çıkmış bir plan ne de tamamen bilinçli ve iradi bir girişim olarak değerlendirilebilir. 1934-38 yılları arasında uygulanmış olan BBYSP, belli bir tarihsel birikim zemininde dönemsel etkilerle şekillenmiş, sosyo-politik boyuta sahip önemli bir iktisadi plandır; Türkiye"nin sanayileşmesi, kalkınması ve özgüven kazanması yolunda ön açıcı olmuştur. Sonraki dönemlerin iktisadi politikalarında da etkisini hissettirecek olan Plan"ın, kısa bir sürede ortaya çıkmamış olduğu kendisinden önceki deneyim ve birikim üzerinde şekillendiği görülmüştür. Bu nedenle çalışma Cumhuriyet öncesi döneme kısa bir değini ile başlamakta ve Cumhuriyet sonrası önemli gelişmelere dikkat çekmektedir. BBYSP ile ilgili ABD"den ve SSCB"den gelen uzman heyetler Türkiye"de incelemelerde bulunmuştur. BBYSP"nın ana ekseni, İktisat uzmanlarından oluşan Sovyet heyetinin ortaya koyduğu raporlar doğrultusunda oluşturulmuş; uygulamada özkaynakların yanı sıra Sovyet ve İngiliz yardımları önemli maddi dayanaklar olmuştur
