The Reparations Problem Between Germany and Israel

Abstract

Relations between Germany and Israel, which have been official in 1965, have their own unique position due to their historical background. Without a doubt, it is the result of a long and arduous process in which mutual relations after genocide reach a unique position beyond normalization. At the beginning of this process lies the solution of the Reparations Problem between the two states. In this framework the first part of our article will examine the origins of the claims and the contacts with Germany. In the second part, the negotiation process and the content of the agreement will be analyzed

1965 tarihinde resmileşen Almanya ile İsrail arasındaki diplomatik ilişkiler, tarihsel arka planı nedeniyle kendine özgü bir konuma sahiptir. Hiç şüphesiz soykırımın ardından karşılıklı ilişkilerin normalleşmeden de öte biricik bir konuma ulaşması uzun ve zorlu bir sürecin sonucudur. Bu sürecin başlangıcında ise iki devlet arasındaki Tazminat Sorunu'nun çözüme kavuşturulması yatmaktadır. Bu çerçevede makalemizde öncelikle tazminat taleplerinin kökenleri ve Almanya ile girişilen diplomatik temaslara yer verilecektir. Bu arka planın ardından müzakere süreciyle varılan uzlaşıyı mümkün kılan koşullara değinilecek ve sağlanan anlaşmanın içeriği ile etkileri analiz edilecektir
